Greater Virunga Transboundary Collaboration (GVTC)

Greater Virunga Transboundary Collaboration is a Mechanism for strategic, transboundary, collaborative management of the Greater Virunga Landscape. Set up by ICCN, RDB and UWA with their partners in the region, it started with ranger collaboration to protect mountain gorillas in Mgahinga, Bwindi, Virunga and Volcanoes NPs in 1991. Later it has expanded in scope (tourism, community conservation and research and monitoring). The area also now extends to central and north Virunga (DRC), Queen Elizabeth, Rwenzori Mountains and Semuliki NPs (Uganda). The Executive Secretariat sits from 2008 in Kigali to coordinate and link stakeholders on behalf of the Protected Area Authorities.

CALL FOR EXPRESSION OF INTEREST
Consultancy to Develop an Online Monitoring and Reporting System

1. Background
The Greater Virunga Transboundary Collaboration (GVTC), an intergovernmental organization working in partnership with WWF, Gorilla Doctors, IGCP, and IUCN, is implementing a World Bank-funded Pandemic Fund Project in the Greater Virunga Landscape. To enhance performance monitoring, accountability, and learning, GVTC seeks to engage a qualified consultant or firm to design and develop a robust, user-friendly Online Monitoring and Reporting (M&R) System.

2. Objective of the Assignment


The consultancy aims to develop a secure, cloud-based M&R system that will:

  • Track planned vs. implemented activities.
  • Monitor budget allocations and expenditures.
  • Aggregate and analyze qualitative and quantitative data.
  • Support multiple projects and partners.
  • Enable secure data storage and sharing.
  • Generate dashboards and reports for various user levels.

3. Scope of Work Includes

  • System design and architecture.
  • Development of user interfaces and dashboards.
  • Integration of financial tracking and data analytics.
  • Role-based access control and document storage.
  • Testing, deployment, training, and post-launch support.

4. Eligibility Criteria


Interested consultants or firms must demonstrate:

  • Proven experience in developing online M&R systems for NGOs or multi-partner projects.
  • Strong technical expertise in web technologies and database systems.
  • Familiarity with conservation, public health, or development project frameworks.
  • Ability to train non-technical users and provide ongoing support.

5. Submission Requirements
Interested parties are invited to submit:

  • Technical proposal (understanding of assignment, methodology, and work plan).
  • Financial proposal (budget breakdown).
  • CV or company profile highlighting relevant experience.
  • Examples of similar systems developed.
  • Letters of reference from at least two institutions.
