CALL FOR APPLICATIONS: INDIVIDUAL CONSULTANT FOR SEVERE MALARIA RISK FACTORS ASSESSMENT – KIGALI CITY

Strive Foundation Rwanda (SFR) is a national non-governmental organization working in close collaboration with the Rwanda Biomedical Centre (RBC) – Malaria Division and other stakeholders to strengthen community health systems and support malaria prevention and control efforts in Rwanda.

In line with the Extended Malaria Strategic Plan (MSP) and within the framework of the Malaria Social and Behavior Change (SBC) Project, Strive Foundation Rwanda hereby invites qualified and competent individual consultants to apply for the following consultancy assignment:

Title of the Consultancy: Individual Consultant to Coordinate Severe Malaria Notification and Assess Severe Malaria Risk Factors in Kigali City

Background

Despite significant progress in malaria control in Rwanda, severe malaria cases and residual transmission continue to be reported, particularly in hotspot areas. Understanding the underlying individual, behavioral, environmental, occupational, and health system–related risk factors is critical to strengthening targeted malaria control interventions and achieving the national goal of zero malaria-related deaths.

Purpose of the Consultancy

The purpose of this consultancy is to coordinate severe malaria notification and conduct a comprehensive assessment of severe malaria risk factors in Kigali City to inform evidence-based malaria control interventions and strategic decision-making.

Scope of Work

The consultant will work across all districts, sectors, and cells of Kigali City where severe malaria cases have been identified. Key responsibilities include:

  • Reviewing existing severe malaria notification data and systems;
  • Identifying and documenting risk factors associated with severe malaria;
  • Analyzing trends and patterns of severe malaria cases at different administrative levels;
  • Developing a severe malaria notification and identification model; and
  • Generating actionable recommendations to guide malaria control interventions.

Duration of the Assignment

The consultancy will be implemented within the duration of the SBC Project and will cover thirty (30) working days per quarter, starting from the date of contract signature.

Required Qualifications and Experience

Interested candidates must meet the following minimum requirements:

  • PhD or Master’s degree in Public Health, Epidemiology, Health Research, or a related field;
  • Proven experience in public health, preferably within the Malaria Program in Rwanda;
  • Strong understanding of the Rwanda health system and malaria control strategies;
  • Demonstrated experience in conducting research or health-related consultancies;
  • Ability to analyze malaria program data and produce reports, graphs, and maps;
  • Excellent communication skills; and
  • Proficiency in English (knowledge of French and Kinyarwanda is an added advantage).

Selection Criteria

Applications will be evaluated based on:

  • Technical competence – 70%
  • Cost reasonableness – 30%

  • A detailed Curriculum Vitae (maximum 2 pages);
  • A brief technical proposal (maximum 5 pages) outlining methodology and timeline;
  • A financial proposal/price quotation;
  • Certified copies of academic and professional qualifications;
  • Copy of National ID or Passport; and
  • Proof of completion of similar assignments.
