It has derived its reason for existence from the decentralization process, which is meant to transfer authority, resources, responsibility and accountability from Central to Local Government. The move is within the framework of good political and economic governance as formulated in the long term country’s vision 2020.

ADVERT NOTICE FOR AUDIT SERVICES TO RALGA

Background

Rwanda Association of Local Government Authorities (RALGA) is a membership organization established in 2002 by the districts of Rwanda to enable them to fulfil the responsibilities entrusted to them under the decentralization policy adopted in 2000. It was legally registered in 2003 as a non-governmental organization, and all 30 Districts and City of Kigali are members. Its vision is to have efficient local government entities where people and stakeholders are involved in the development, and its objective is to assist local government entities in achieving their mission, complying with principles of good governance and decentralization. The objective of RALGA is to assist local Government entities in achieving their mission, complying with principles of good governance and decentralization.

Since its establishment, RALGA has been making remarkable progress in developing a framework for good service delivery to its members, in respect with the principles of good management of resources and in line with existing rules and regulations in its operations. That is why it has been a culture that an audit is conducted every 6 months by an independent audit firm on the utilization of resources in compliance with the above-mentioned principles and rules and regulations.

It is in this context that RALGA is hiring an audit firm to provide audit services to RALGA for a period of 2 financial years, (2024-2025 and 2025-2026) with a possibility for contract extension.

Bids properly bound in separate sealed envelopes, one for technical proposal and another for financial proposal shall be submitted to RALGA office no later than 8 April 2025 at 2.30 pm. The official opening of the technical offers will take place the same day at 3:00.
