Jhpiego hereby invites national bidders to submit quotations for the supply of the following medical diagnostic (Slit Lamp, and Digital Fundus Camera). Participation in this competition is open on equal conditions to all companies specialized in medical equipment supply and support.

Digital Fundus Camera

Product & Manufacturer Quality Standards:

  • The quoted model should be “USFDA approved (510k / CFG)” OR “European CE certified (where EU-CE certificate should be issued from Notified body having notified body number)” OR “BIS certified conforming to guideline specifically for the ‘Fundus Camera
  • The manufacturer of the quoted product should have “EN ISO 13485 certificate issued from a notified body
  • The quoted model should confirm to “IEC 60601” OR “IS/ ISO / IEC 80601 (Part 2)” OR “IS 13450 (Part 1)”.
  • All the Certificate/ISO to be provided

Operational Requirement:

A fundus camera or retinal camera is a specialized low power microscope with an attached camera designed to photograph the interior surface of the eye, including the retina, optic disc, macula, and posterior pole (i.e. the fundus) A digital camera converts these images into digital images.

Should meet the below technical Specification:

  • Field angles: 45 to 50 DEGREES or wider range
  • Image mask: minimum 45˚ to 50˚, black, dark, transparent, bright
  • Capture modes: Color, green, Cobalt /blue, red filters
  • FFA and Red free, Cobalt or blue, Fundus Auto Fluorescence
  • Retinal Observation: Mydriatic : optical viewfinder, Non –Mydriatic : camera unit monitor
  • Angle of View - Mydriatic 50 degrees, Non-Mydriatic 45 degrees. Magnification - 2X (Digital)
  • Compensation of ametropia - +35 to – 35 D continuous
  • Minimum pupil size - Mydriatic Ø 4.5mm (approx), Non-Mydriatic Ø 3.5mm (approx.)
  • Working distance – front lens to patient’s eye minimum 35mm
  • Camera Sensor - 15 Megapixels or higher
  • Range of base movement Minimum 60mm front and back, 100 mm side to side, 30mm up and Down (approx.)
  • Capture 1 chip sensor color
  • Monitor minimum 21” or more medical grade Full HD Monitor (1920 x 1080 or better resolution) for direct display.
  • Fixation Light –Internal and External fixation light both
  • Exposure interval 0.5 to 1 sec

  • Having highest number of programs in a machine with color, RF, FA, FAF, Blue, Red. P
  • Should be supplied with Machine Cover
  • The system should be with high quality and all accessories including table stand and UPS

Power supply:

  • Should work with 220 to 240 V AC, 50Hz power supply.
  • Should be provided with adapter with power cord of appropriate length having Rwanda plug.
  • Should be supplied with over current circuit breaker to avoid high current surge.

Management

  1. Warranty: Should have 02 years of manufacturer warranty excluding consumable parts.
  2. The bidder shall provide a colored catalogue/picture for all items.
  3. It shall be composed of 3 clear pictures minimum
  4. The comparison table to the technical specification should be supplied

MANAGEMENT REQUIREMENTS

  1. Warranty: Minimum two (2) years manufacturer warranty
  2. Catalogue: Colored catalogue with at least 3 clear images per item (front, side, control panel)
  3. Technical Compliance Table: Must be provided mapping offered items against RFQ requirements
  4. Certificates & Approvals: Equipment must be accompanied by all copies of safety, standards, and quality certificates and all manufacturer approval/certificates

INSTRUCTIONS TO BIDDERS

Eligibility Documents (mandatory, to be included in the technical proposal):

  • Valid RDB Registration Certificate (field: Medical Equipment Supply)
  • Valid Tax Clearance Certificate (RRA)
  • Valid RSSB Certificate
  • RDB Non-Bankrupcy Certificate
  • Bid Security of 10% of the total amount
  • Certificate of Good Completion for at least five (5) similar tenders executed in the past five (5) years (attach award letters or completion certificates)
  • Delivery schedule

Quotation Format:

Two-envelope system:

Technical Proposal (eligibility documents, Products Catalogue, technical specifications, compliance table, warranty terms, delivery schedule)

Financial Proposal (price, delivery and installation charges, Quotation validity)

  • Prices must be quoted in Rwandan Francs (RWF), all-inclusive (CIF Kigali). Any price escalation clauses must be clearly stated.
  • Validity: Quotation must remain valid for at least 90 days from the submission deadline.
  • Delivery & Installation: All equipment to be delivered, installed, and commissioned at the hospitals.

Submission Deadline:

Submit your signed and stamped quotations in two separate sealed envelopes (Technical and Financial) no later than Friday, 13th/06/2025, 5:00 PM Kigali time. Late submissions will be rejected.
