Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.

Brief introduction about the project

In 2021, the Government of Rwanda and Germany Federal Republic agreed to establish a joint technical cooperation in the fields of climate action and circular economy, to be   implemented by the Germany Agency for International Cooperation, GIZ. Through this cooperation, GIZ is implementing the project entitled “Supporting a Sustainable Waste and Circular Economy” in Rwanda (WCE) in partnership with Rwanda Ministry of Environment (MoE). The project aims at enabling public and private actors to implement circular economy practices in the Rwanda waste management sub-sector.

According to the 2022 Rwanda National Integrated Solid Waste Management Strategy, in Rwanda, the final disposal of municipal waste takes place by deposition into land through open, semi-controlled and controlled dumpsites. It has been then a common practice to dispose of wastes from municipalities in dedicated site which is either poorly managed landfill or open dumpsite and these practices pause environmental treads. On the other hand, As medium term measures to address the issue, the Rwanda National Strategy for Transformation (NST2), where its Social Transformation Pillar seeks to ensure that all Rwandans have access to high standards of living and contribute to a productive workforce, prioritizes the construction of modern landfills in various districts as one way of increasing access to sanitation and hygiene services.

This assignment, undertaken under the GIZ WCE banner, and in collaboration with the district where the dumpsite is located, Ministry of Environment (MoE), Ministry of Infrastructure (MININFRA), Water and Sanitation Corporation Group (WASAC Group), before long terms solutions are in place, focuses on piloting cost effective measures for dumpsite rehabilitation and upgrade. These measures aim to significantly improve the organizational structures and provide basic infrastructure at the dumpsite and improve their management and dumpsite operation.

The different tasks will be performed in two phases, so that upgrading, operation, etc. could be offered separately.

Phase 1: site upgrading

The site upgrading will be done through preparation (mobilizing qualified staff, verifying worksite conditions, participating in a kick-off meeting, etc), implementing site upgrading measures (restoring and improving the access road, using low cost methods to prevent erosion , removing existing waste to create more space, etc), putting in place basic infrastructure controls (installing an access gate and security post, installing a low-cost durable fencing, etc) and carrying out dumpsite operations during the upgrading phase (From the upgrading starting date until the new operations starting date, the Contractor shall, among others  carry out all operations of the existing site (the "existing operations services") in accordance with existing procedures, including receiving, sorting, storing, and disposing of solid waste at the existing site and shall take measures to control potential environmental nuisance including odors and litter). These operations will ensure that the site remains accessible for waste disposal and that site upgrading works have minimal impact on existing operations.

Phase 2. Operations

Following or during the implementation of Phase 1, there is a possibility for the project to contract Phase 2 to operate all or certain measures implemented in Phase 1.

The site operations will be contracted in collaboration with the competent authorities and tentatively include certain or full operations for a period of up to one year. The operations shall be conducted in line with a detailed Dumpsite Management Plan provided by GIZ. This may include among others i) Establishing safety and record-keeping systems, including mechanisms for monitoring waste activities, documenting site conditions, and ensuring worker safety, ii) Adopting practices to ensure alignment with Rwandan environmental laws and global best practices and iii) Organizing and efficiently managing waste disposal following clearly defined standard operating procedures.

The responsibilities of the Contractor for both Phase 1 and Phase 2.

  • The Contractor shall have the sole responsibility for the erection, operation, maintenance, and removal of temporary supports, structures, utility services, and the execution of site upgrading methods required for their use.
  • The Contractor shall review the Conceptual Design Documents to be provided in the next phase of the tender, and promptly report to GIZ any errors, inconsistencies, or omissions discovered.
  • The Contractor shall provide and pay for labor, equipment, tools, site upgrading machinery, materials and supplies, water, heat, light, power, transportation, and all other facilities and services necessary for the performance of the site upgrading services in accordance with the client’s specifications.
  • The Contractor shall institute a quality assurance system to ensure compliance with the requirements of the contract. Compliance with the quality assurance system shall not relieve the Contractor of its duties, obligations, or responsibilities.
  • The Contractor shall comply with all applicable safety regulations in providing the upgrading services.
  • The Contractor must implement an occupational health and safety program for the protection of the Contractor’s personnel and all other persons who may attend the site.
  • The Contractor shall maintain the site, existing facility, and new facility in a tidy condition and free from the accumulation of waste products and debris.

Eligibility criteria

Interested companies must meet the following criteria:

  • Relevant Experience: At least 3 years of experience in solid waste management, dumpsite or landfill upgrading, or related environmental infrastructure projects.
  • Technical Capacity: Proven ability to carry out site rehabilitation works, operate waste management systems, and implement safety and environmental protection measures.
  • Qualified Team: Access to a multidisciplinary team, including engineers, waste management specialists, and health & safety personnel.
  • Equipment & Resources: Availability of appropriate machinery and tools required for site works and operations.
  • Legal Compliance: Valid company registration certificate (RDB), Valid tax clearance, VAT Certificate and compliance with occupational health, safety, and environmental regulations.
  • Reference Projects: Minimum of 3 similar projects successfully completed in the past 3 years.

The Expression of Interest must include the following documents:

  • Company profile (including information about the company services, history, values, etc) in any format preferably not exceeding 3 pages demonstrating its expertise in environment  
  • Self-declaration of eligibility for the award
  • Administrative documents of the Company: RDB registration certificate, VAT registration certificate, Tax clearance certificate and any other certificate in connection with the assignments
  • 3 Company’s references for the project in the technical field of Environmental rehabilitation in past 3 years

2. Submission of EoI

Please submit EoI in to RW_Quotation@giz.de until latest 09.06.2025. The EoI must be submitted in PDF format, with the subject line clearly stated as: “83489483-EoI-Company name”.

If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/, as indicated. The subject of recipient notification must be edited with the subject indicated and the notification message must include the password to access the files.

Offers submitted through any other sharing platform, as google documents or similar will not be considered.

Without the subject mentioned, your EoI may not be considered
