Nationwide Agricultural Collection points, Aggregation Locations Market Identification & Feasibility Study

1. Background

TRUK Rwanda Ltd is expanding its national agricultural logistics and cold-chain infrastructure with the objective of strengthening existing agricultural collection and aggregation points across Rwanda. This expansion aims to support farmers, aggregators, cooperatives, exporters, and domestic buyers by improving logistical efficiency, reducing post-harvest losses, and strengthening market linkages along the agricultural value chain.

To guide this expansion, TRUK seeks to undertake a comprehensive nationwide study to identify and map existing modern agricultural collection and aggregation locations, assess current and future demand, and develop an evidence-based investment roadmap. This Terms of Reference (ToR) outlines the scope of work and requirements for eligible firms or consultants to submit technical and financial proposals.

2. Purpose

The overarching purpose is to enable TRUK Rwanda to make strategic, phased investment decisions within the next 6–12 months. The study will:

  1. Identify and prioritise optimal locations for new agricultural collection points, aggregation markets.
  2. Estimate current and future demand across key agricultural value chains.
  3. Map logistics routes, catchment areas, and market flows.
  4. Assess commercial and financial viability of proposed market nodes.
  5. Provide a strategic investment sequencing plan and readiness assessment for potential partners or investors.

This will become a core decision-making tool for TRUK, its Board, and future investment partners.

3. Scope of Work

The consultant will conduct a structured study covering the following components:

3.1 Value Chain Focus

The study should analyse confirmed high-volume value chains (e.g., horticulture, vegetables, fruits), and assess 1–2 emerging value chains where potential growth is evident.

Activities include:

  • Market sizing and segmentation (local, regional, export).
  • Seasonal supply patterns and production hotspots.
  • Pricing behaviour and buyer dynamics.
  • Post-harvest handling and cold-chain requirements.

3.2 Geographic Analysis

A national scan focusing on:

  • High-production districts and aggregation zones.
  • Existing informal or formal markets.
  • Road access, logistics infrastructure, and connection to TRUK routes.
  • Preliminary validation of potential agricultural collection points, aggregation market nodes.

Expected output:

  • A shortlist of 20–30 highest-priority sites, justified by quantitative and qualitative evidence.

3.3 Stakeholder & Market Assessment

Identify and analyse:

  • Cooperatives, farmer groups, traders, exporters, transporters.
  • Local authorities, NAEB, MINAGRI, district agricultural officers.
  • Competing market infrastructure (public or private).

3.4 Commercial Feasibility & Financial Analysis

Provide:

  • Demand forecasts (short, medium, long term).
  • Market throughput potential by value chain.
  • Revenue projections for agricultural collection points, aggregation markets.
  • CAPEX/OPEX estimates (indicative).
  • Economic viability assessment (e.g., IRR, NPV – high-level acceptable).
  • Sensitivity scenarios (seasonality, pricing shocks, supply disruptions).

3.5 Route Design & Logistics Mapping

  • Map agricultural flows from farm to market.
  • Identify TRUK’s optimal logistics corridors.
  • Recommend route redesign or expansion opportunities.
  • Assess synergy with TRUK’s cold-chain network.

3.6 Investment Sequencing & Roadmap

Develop a practical investment roadmap, including:

  • Phased implementation plan (priority Phase 10–15 sites).
  • Partner and investor readiness assessment.
  • Regulatory and compliance considerations.

3.7 Integration of Existing Data

The consultant shall review and incorporate TRUK’s existing datasets and documents including:
Production data, market information, site assumptions, investor notes, and prior feasibility work.

4. Expected Deliverables

The consultant is expected to deliver:

4.1 Inception Report (within 2 weeks of contract signature)

  • Refined methodology
  • Work plan & timeline
  • Stakeholder engagement approach
  • Data requirements list

4.2 Interim Progress Note

  • Preliminary insights
  • Emerging priority sites
  • Identified data gaps

4.3 Draft Feasibility Report

Covering all components in Section 3 including:

  • Site prioritisation matrix
  • Demand estimation models
  • Value chain analysis
  • Financial viability assessment
  • Route & logistics mapping
  • Investment roadmap

4.4 Final Report

A polished, integrated report including:

  • Executive summary
  • Full feasibility analysis
  • GIS-based maps
  • Financial models (annexed)
  • Recommendations and sequencing plan

4.5 Presentation to TRUK Management

A PowerPoint presentation summarising findings and recommendations.

5. Methodology

The Consultant shall propose a robust methodology including but not limited to:

  • Desk review of existing reports, studies, datasets
  • Field visits to selected districts
  • Key Informant Interviews (KIIs)
  • Focus group discussions with farmers, traders, cooperatives
  • Data modelling and geospatial analysis
  • Financial forecasting and scenario planning

6. Duration & Timeline

The assignment is expected to take 8–12 weeks.
Bidders should submit a detailed activity schedule.

Indicative timeline:

  • Week 1–2: Inception
  • Week 3–5: Fieldwork & data collection
  • Week 6–8: Analysis, modelling
  • Week 9–10: Draft report
  • Week 11–12: Validation & final report

7. TRUK Rwanda Support

TRUK will provide:

  • Access to existing datasets, technical designs, investor notes
  • Letters of introduction for fieldwork
  • Where feasible, logistical support for site visits
  • A technical focal person for coordination

8. Consultant Qualifications

Eligible firms/consultants must demonstrate:

8.1 Essential Requirements

  • Minimum 5 years of experience in agricultural markets, logistics, feasibility studies, or infrastructure planning
  • Proven experience conducting national or regional market studies in East Africa
  • Strong financial modelling and market forecasting skills
  • Demonstrated GIS and geospatial mapping capability
  • Team with multidisciplinary skills: economics, agribusiness, logistics, engineering, market research

8.2 Added Advantage

  • Experience working with private-sector logistics companies
  • Prior work in Rwanda or comparable markets
  • Understanding of cold-chain systems
