Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

0. Context

The project “Promoting Women’s Economic Empowerment in Rwanda” (WEE) was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by GIZ Rwanda in cooperation with the Rwanda Ministry of Trade and Industry (MINICOM). The WEE project, launched in January 2024, aims to enhance the economic participation of women in Rwanda. It focuses on two main areas of activity: (1) improving working conditions for women employees and (2) enhancing the positioning of women-led companies in the economic and social environment. The project’s key success indicators pertain to the creation of good jobs for women, the improvement of working conditions for women, and improved performance of women-owned businesses.

The WEE project has partnered with four women-owned companies in the beekeeping sector to promote sector development. The “Skills Development Project in the Beekeeping Sector” aims to equip 105 beekeepers with modern beekeeping knowledge and tools to enhance their production capacity, promote sustainable practices, and improve their economic well-being. The four implementing partner companies in the project are Aux Delices Ltd, Skills Alive Incubator Ltd, Ubuntu Women Farmers Ltd and BeeGulf Ltd. This ToR outlines the requirements for hiring a single contractor to provide all experts for the technical support to be delivered for these implementation partners.

1. Tasks to be performed by the contractor

The contractor shall provide the following four work packages for each of the implementing partners, containing sub-specifications of the tasks to be accomplished, as well as a fifth work package for reporting and coordination purposes:

Details on Work package 1: Work Package for Aux Delices Ltd:

Sub-Task 1.1.: Delivery of Queen Rearing Refresher Training (Cohort 1)

This task entails designing and delivering high-quality practical and theoretical refresher training content to 12 female master beekeeper participants, in Ruhango District in Gitwe, in an engaging and effective way and ensuring administrative requirements on GIZ side (including participants lists in valid format).

Training duration: 5 days, June 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company).

Training location: Ruhango District in Gitwe

Training venue and participant costs: GIZ will budget for costs of the training venue and participants separately.

Expected travel for the training: As scheduling for the trainings has not been finalized yet, the contractor is given a flexible travel budget (see Chapter 4), which will be allocated for Tasks 1.1 and 1.4 in agreement with GIZ.

Objective: Equip 12 female master beekeeper trainees with refresher training to strengthen their expertise in modern queen rearing techniques, honey production and quality assessment.

Content: The following topics should be covered during the training:

  • Advanced queen rearing techniques
  • Advanced honey production techniques
  • Advanced quality assessment of honey.

Sub-Task 1.2: Financing Mechanisms Awareness Workshops for Beekeepers

This task entails implementation of two awareness workshops in Kigali on financing mechanisms for women-owned beekeeping businesses enabling participants to explore alternative financing options, with at least three participants applying working capital financing in their enterprises by August 2025, while ensuring administrative requirements on GIZ side (including participants lists in valid format).

Workshop durations: 1 day for each workshop, July 2025

Workshop locations: Kigali

Objective: Equip women-owned beekeeping businesses with knowledge of alternative financing options and helping at least three participants to apply working capital financing in their enterprises.

Content: The following topics should be covered during the training:

Sub-Task 1.3: Delivery of Draft for Apiculture Competency Center Development Concept Note and Sector Stakeholder Management

In close cooperation with Aux Delices Ltd, this task entails the development and submission of a draft concept note for the Apiculture Competency Center in Kamonyi, focusing on women’s economic empowerment in the sector. This includes engaging key stakeholders in the honey sector and drafting the concept note, outlining the center’s role as a hub for research, innovation, and capacity building in apiculture. The concept will also include a concept for governance and employment model that ensures at least eight women are employed in decent jobs and that three out of five board members are women. Stakeholder consultations for the development of the concept note should be conducted from June-September 2025.

Objective: Develop a viable concept note for the establishment of an Apiculture Competency Center in Kamonyi, with a focus on women’s economic empowerment, by engaging key sector stakeholders and outlining a model that ensures decent employment for at least eight women and gender-balanced governance.

Sub-Task 1.4: Delivery of Apiculture Competency Center Stakeholder Validation Workshop

This task entails implementation of a stakeholder validation workshop in Kigali for the Apiculture Competency Center. This workshop will bring together key sector stakeholders to review, validate, and provide input on the draft concept note, ensuring alignment with sector needs and priorities. Feedback and recommendations from the workshop will be incorporated into the final version of the concept note, to be submitted by December 2025. All administrative requirements on the GIZ side, including attendance documentation and workshop reports, will be fulfilled.

Workshop duration: 5 days, November 2025

Workshop location: Kigali

Objective: Convene key apiculture stakeholders to validate and refine the draft concept note for the Kamonyi Competency Center, leading to an improved and endorsed final concept with actionable recommendations by November 2025.

Sub-Task 1.5: Delivery of Queen Rearing Training (Cohort 2)

This task entails design and implementation of a 10-day Queen Rearing Training program, in Ruhango District in Gitwe, delivering high-quality theoretical and practical content to 20 potential master beekeeper trainees. The training will be conducted in an engaging and effective manner, with a strong focus on modern queen rearing techniques, honey production, and quality assessment. All administrative requirements on the GIZ side, including submission of participant lists in the required format, will be ensured.

Training duration: 10 days, completed by 12th December 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company)

Training location: Ruhango District in Gitwe

Details on Work package 2: Work Package for Skills Alive Incubator Ltd:

Sub-Task 2.1: Development and Delivery of Beekeeping Technical Training & Demonstrations

This task entails design and implementation of comprehensive technical training on beekeeping best practices for participants identified by Skills Alive. This includes the development of training materials, delivery of sessions on hive installation, management, harvesting, and processing, and the organization of field demonstrations on hive management at the Kabuga demonstration farm in Kigali. Training will be practical and theory-based, ensuring participants gain hands-on experience with modern techniques. Administrative requirements on the GIZ side, including participant lists and training documentation, will be completed.

Training duration: 14 training days, June – July 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company).

Training location: Kigali

Objective: Equip participants with practical and theoretical knowledge on hive installation, management, honey harvesting, and processing, and expose them to real-world applications through on-site demonstrations at the Kabuga demonstration farm.

This task entails design and implementation of targeted training modules focused on entrepreneurship, financial literacy, and quality management within the apiculture value chain for participants provided by Skills Alive. The training will equip participants with business planning skills, strategies for accessing finance, and knowledge of market standards for honey and other bee products. It will also cover branding, packaging, certification, and quality control, helping participants improve the commercial viability of their apiculture enterprises. Administrative requirements on the GIZ side, including participant lists and training documentation, will be completed.

Training duration: 14 training days, July – August 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company).

Training location: Kigali

Sub-Task 3.1: Delivery of Foundational Beekeeping Training (Cohort-Based Modular Format)

This task entails design and implementation of a five-module foundational training program in Kigali designed to build the technical capacity of early-stage beekeepers over a series of cohort-based sessions. The training will cover key areas including bee biology, hive types and management, apiary environment setup, seasonal beekeeping tasks, and hive product harvesting and hygiene. The approach includes both theoretical and participatory learning, aligned with a Bee and Apiary Seasonal cycle. The program begins with participant needs and skills assessment and continues across a structured timeline. All GIZ administrative requirements, including attendance documentation and evaluation tools, will be observed.

Training duration: 9 training days, June 2025 – November 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company)

Objective: Equip early-stage beekeepers with a comprehensive understanding of bee biology, apiary setup, seasonal management, and hive product harvesting through a structured series of modular training that combine theory and practice, tailored to local contexts and capacity levels.

This task includes design and implementation of three technical modules to 12 early-stage women beekeepers, combining foundational and practical knowledge. The training focuses on bee biology, colony behavior, pest management, modern beekeeping practises and queen rearing. The sessions will be participatory, integrating PowerPoint presentations, guided discussions, case studies, demonstrations, and field-based activities in at a Kayonza bee farm and at BeeGulf’s factory. Furthermore, daily reviews and feedback sessions ("Dusangire Ijambo") will be conducted to ensure continuous improvement and adaptation to participants' needs. All GIZ administrative requirements, including attendance documentation and evaluation tools, will be observed.

Training duration: 7 training days, June 2025 (training days are not necessarily consecutive; scheduling shall be agreed on together with the partner company; trainings may be scheduled on weekdays and/or weekends, depending on the needs of the partner company).

Training location: Kayonza

Participants will also explore strategies for accessing local and regional markets, with emphasis on certification and product quality. 2. Technical concept

This position is an expert pool. Bidders must offer a minimum of 2 experts and a maximum of 3 experts. An average score will be computed per criteria across the offered experts.

  • Education/Training (2.6.1): Master’s degree in agriculture, rural development, education, or a related social science field.
  • Language (2.6.2): Proficiency in English, Kinyarwanda and French (B2).

Senior Expert 6: Apiculture Expert (Queen Rearing, Honey Production and Certification)

  • General professional experience (2.7.3): 20 years of professional beekeeping experience.

Specific professional experience (2.7.4):

  • 10 years' experience organising and facilitating training of beekeepers to at least 30 cooperatives.
  • 5 years demonstrated experience in organizing and delivering training on queen rearing, hive management, and disease/pest control.
  • 5 years' experience training and mentoring women and youth in apiculture or similar rural livelihoods.
  • 5 years of proven ability to implement training programs integrating both theory and hands-on field practice, including site-based demonstrations.
  • 5 years of experience with value addition and processing of hive products (e.g. wax, propolis), and knowledge of honey quality standards and certification processes.
  • Familiarity with integrating apiculture into broader environmental or horticultural systems (e.g. bee flora, biodiversity, pollination).

  • Language (2.8.2): Proficiency in English, French, Kirundi and Kinyarwanda (B2).
  • General professional experience (2.8.3): 10 years of practical experience in the beekeeping or natural products sector, including direct involvement in training, value addition, or rural enterprise development.

Specific professional experience (2.8.4):

  • 2 years' experience delivering hands-on training in bee product processing, with a focus on propolis, beeswax, and related value-added products (e.g., skincare, candles).
  • 2 years' experience which demonstrates a proven ability to design or implement training programs combining business planning, product development, and market readiness.
  • 5 years' experience in practical knowledge of hygienic handling practices, quality control standards, and product certification processes related to honey and propolis.
  • 5 years’ experience developing or managing apiary-related businesses, including supply, processing, packaging, and distribution.

Notes:

  • Venues for the trainings and workshops described in Chapter 1 will be covered separately and do not need to be calculated into the financial bid of the contractor.
  • Transportation expenses within Kigali will not be reimbursed and are factored into the expert fee.
  • All unspecified costs and overheads related to the experts (e.g. communication or administrative costs, transport within Kigali, etc) must be included in the daily fee of the offered experts.

5.Requirements on the format of the tender

The structure of the tender must correspond to the structure of the ToR.

Technical concept

In particular, the detailed structure of the technical concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English. The complete tender must not exceed 5 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

Personnel concept

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs shall not exceed 4 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs can only be submitted in English.

Financial concept

Please calculate your financial tender based exactly on the parameters specified in Chapter 4 Costing requirements. The contractor is not contractually entitled to use up the days or budgets in full. The number of days and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.
