WASH ENGINEER- SHORT-TERM CONTRACT
World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2026-2030 seek to reach 2.5 million of the most vulnerable children. This is done through programming in Child Protection, and Education, Nutrition and WASH, and Poverty Alleviation (Resilience and Livelihoods).
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced Rwandan national for the role of WASH Engineer, joining an established and experienced team. This position incorporates a range of skills and development in multiple areas, allowing for an exciting opportunity for career growth in a dynamic, global organization. It will be based in Kigali, Rwanda and reports to the WASH Technical Design Manager.
Purpose of the position:
The WASH Engineer will be responsible for the day-to-day supervision, quality assurance, and progress tracking of construction activities undertaken by contracted firms at 18 selected HCFs and 7 School located in three districts namely Rutsiro, Rusizi and Nyamasheke. The role ensures that the contractors deliver high-quality WASH infrastructure in full compliance with approved technical designs, BOQs, national standards, World Vision Infrastructure Quality Assurance and Quality Control Plan and donor requirements. The position holder will be stationed in Nyungwe cluster’s office, Nyamasheke district and will frequently be traveling to the above-mentioned districts

- Perform water resources development studies and conduct design review as required;
- Review and conduct detail investigation on water resource development project sites
- Ensure continuous services of the WASH & Health infrastructures and services
- Prepare/Review technical terms of reference (TOR), Technical drawings, Designs of water and civil infrastructure facilities, through different stages like Feasibility, preliminary/semi detailed and detailed engineering designs, bill of quantities (BoQs)/ cost estimate, technical specifications and tender documents for water supply systems, sanitation and hygiene facilities.
- Filing all documents related to WASH infrastructures
- Supervise contractors during the construction and installation of WASH facilities (e.g., water supply systems, sanitation blocks, waste management systems, incinerators, handwashing stations, etc.).
- Verify adherence to technical drawings, BOQs, national building codes, MoH WASH in HCF standards, and WVR quality benchmarks.
- Conduct regular site inspections and produce technical site visit reports. Flag and document any design deviations or contractor noncompliance.
- Develop and maintain a site supervision schedule for the ongoing constructions projects.
- Track construction progress against the implementation plan and submit weekly and monthly progress reports to WVR.
- Recommend corrective actions where construction timelines or quality standards are at risk.
- Facilitate and document site meetings and joint inspections with district officials, health facility management, and partners.

- Proper documentation of WASH infrastructure project implementation is ensured.
- Projects are completed on time, and infrastructure quality is maintained.
- Completed WASH infrastructures are mapped and reported in the mWater Output Monitoring Survey (OMS).

- Keep abreast of WASH sector developments in Rwanda, especially those that may affect on-going program activities
- Ensure that construction projects are meeting their administrative, quality, programmatic goals, outcomes, and outputs on time and on budget, towards the realization of WVR projects and universal coverage goals; Sustainable development goals; and Rwanda’s Government commitment to achieve universal access to basic water and sanitation coverage
- Advise on the development and maintenance of the water, sanitation and hygiene infrastructures;
- Prepare weekly, monthly, quarterly, biannual and annual progress reports of WASH status in the Project and in accordance with donor and WV Rwanda requirements.
- Supervise contractors/suppliers during implementation to ensure quality workmanship, safety and value for money is achieved within scheduled times.
- Take lead in dispossessing, handing over and commissioning of WASH projects.
- Serve as a field liaison between WVR, district engineers, and health care facility and Schools staff on all technical matters.
- Support the organization of technical acceptance processes and final handovers.
- Assist in preparing site completion certificates and compiling as-built documentation.

- Provide updates regarding WASH and Health infrastructures that may affect program activities is continuously provided.
- Timely monitoring of WASH, health and development projects to ensure they meet intended goals and strict adherence to the Rwanda government regulations WHO and the SPHERE standards.
- Clear plan for the development and maintenance of WASH infrastructures within the project is available and regularly updated.
- High quality and timely report is produced.
- Report on the progress of the project on regular basis as required by the reporting schedule i.e. weekly, monthly, semi-annually and donor reports.
- All completed WASH and health infrastructures are timely branded and handed over to the district or institutions for post management,

- Review tender documents both for design and construction of water resource projects; ensure that all PRs related to WASH infrastructures are raised and resources assigned to them are well utilized.
- Review and verify construction estimations and actual costs for WASH projects in the program.
- Ensure that resources assigned are properly and efficiently utilized.
- Provide support to SC/HO in BoQs and tender document preparation.
- Ensure that all WASH infrastructures hard and soft copy related documents are well kept
- Ensure that contractors observe safety and environmental protection protocols throughout the construction phase.
- Monitor inclusion of gender-sensitive and disability-inclusive features in WASH infrastructure (e.g., hygiene-friendly toilets).
- Support the final commissioning, testing, and handing over of the completed infrastructures.
- Verify the accuracy and completeness of as-built drawings and maintenance manuals.
- Contribute to lessons learned and project closure reports.

- Construction costs are verified to make sure that they are realistic.
- Maintain WASH resources efficiency within the project budget.
- Bid evaluation are timely done as per SC requirements
- All WASH infrastructures documents are filled in a proper manner.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
|
|
Required Professional Experience
|
- Experience in reviewing and conducting detailed investigations on water resource development projects in the area.
- Prepare bill of quantities, specification and cost estimate for water resources, sanitation and hygiene facilities and perform site meetings and elaboration of construction site visit reports
- Prepare hydraulic calculations and technical designs.
- Data collection and its analysis and technical study preparation and report presentation
- Coordinate site yard works
- Verification of attachments and invoices submitted by the contractors/suppliers.
- Monitor, supervise and evaluate project progress on a monthly basis.
- Approve the executed works according to the drawings and standards

Required Education, training, license,
registration, and
certification
|
- Bachelor of Science in civil engineering, Water engineering, sanitary engineering or related fields
- At least 5 years’ experience in the design and construction of WASH infrastructure projects. Please highlight the projects you have worked on in your CV.
- Experience in using MS Officer, Excel, PPT, and other computer skills
- Experience in using engineering software’s: AUTOCAD civil 3D, ARCHICAD, ArcGIS (Arc view, Arc map), and EPANET etc…
- Experience in project design, proposal writing, needs assessments, surveys, and information management.
- Knowledge of national WASH in HCFs standards s and construction contract management.
- Strong experience in supervising contractors, preparing technical reports, and ensuring compliance with specifications.
- Must be a committed Christian, able to stand above denominational diversities.

- Water resources/ hydraulic engineering technical training
- Having experience in working with NGO or other institutions recognized for WASH expertise is an added advantage.
- A team player, capable of building staff and community capacity in Water, Sanitation and hygiene projects through training.
- Ability to take initiative, a team leader able to work with minimum supervision
