The project “Strengthening the Delivery of Early Childhood Education and Community Support for Learning in Rwanda” (RW 22 NDICI SO 01 25) aims to improve early childhood learning outcomes by increasing children’s access to quality early childhood education and strengthening parental and community support for early education.

This project is part of the European Union’s Twinning Programme, which promotes cooperation between public sector institutions of EU Member States and beneficiary countries receiving assistance.

The European Social Fund Agency, together with the project partners and their experts, will contribute to the implementation of project activities and ensure the project’s logistical, administrative, and financial management.

Translation Assistant to the Resident Twinning Adviser (RTA Translation Assistant)

The Twinning Project “Strengthening the Delivery of Early Childhood Education and Community Support for Learning in Rwanda” is a joint project between the Republic of Rwanda and the Republic of Lithuania, represented by the Ministry of Education Republic of Rwanda and the Ministry of Education, Science and Sport of the Republic of Lithuania.

The overall objective of the project, which is implemented by a consortium of relevant state institutions from Lithuania and Finland, enhance learning outcomes at the foundational level through improved access to quality early childhood education services and enhanced parental and community support for early learning. The specific objective of the project is to strengthen the capacity of the Ministry of Education to deliver priority reforms and achieve the national targets for Early Childhood Education and Community Support for Learning.

The project started on the 15th of September 2025 with the duration of 24 months. Within the project, many activities will be carried out such as expert missions, seminars, workshops, study visits and internships, drafting legislation, strategies and implementation plans, etc. Therefore, a project Resident Twinning Adviser (RTA) from Lithuania will be stationed in Kigali.

The RTA will be assisted by two local assistants, one RTA Assistant and one RTA Translation Assistant. The RTA will focus on the overall coordination and content of the activities, and the evaluation of the progress of the project, while the RTA Assistant and Translation Assistant will take care of the project administration, logistics, translation, and interpretation. The RTA Assistant will focus on the project administration, logistics, drafting minutes, etc. while the RTA Translation assistant will focus on translation and interpretation. However, both Assistants need to be able to replace and assist each other when necessary. 

The RTA Translation Assistant will be hired full time (40 hours for week) on a fixed term service contract and stationed in Kigali. The payment will be done according to the terms of the contract. The contract will be signed by both parties for the remaining implementation period of the Project. The assistant will be contracted by the Member State, Lithuania, namely the European Social Fund Agency. It will be his/her sole responsibility to comply with all legal requirements for self-employment as well as to cover all related taxes and charges. He/she will report to the RTA.

The tasks of the RTA Translation Assistant include:

  • Translation and interpretation on a daily basis. 

  • To support the RTA, Project Leader (PL), Junior Project Leader (JPL) and short-term experts (STE) with language-related tasks in the execution of their responsibilities and tasks to deliver the project objectives, including the preparation of the documents needed in support of their missions.

  • Translation of all documents related to the project activities (legislation, mission reports, correspondence, short-term experts’ presentations, training materials, promotional materials etc.).

  • Interpretation for the RTA and STEs in all meetings, workshops, seminars, conferences, etc.

  • Providing assistance in the preparation of project-related documents.

  • Taking part in study visits by providing interpretation for the Beneficiary institution’s participants and for the RTA.

  • Assisting the RTA in drafting the minutes in Kinyarwanda and English of the Steering Committee Meetings (and other meetings /events) related to the project.

  • Providing assistance with all the office work, organising meetings, help the RTA and the RTA Assistant in everything which is necessary for the smooth operation of the project.

Requirements for the candidates:

The candidates for the RTA Translation Assistant must hold the Republic of Rwanda citizenship or have valid residence and working permits in Rwanda and must be based in Rwanda. Translation Assistant shall not have had any contractual relationship with the public sector in the Beneficiary Country, the Republic of Rwanda, during the six months preceding their hiring.

The RTA Translation Assistant will be recruited in accordance with the following selection criteria:

Required skills and experience:

  • University degree preferably in English Translation, Interpretation, Linguistics, Languages, or a related field, and/or at least two years of experience in translation and interpretation.
  • Fluency in spoken and written Kinyarwanda, with an excellent command of both written and spoken English (knowledge of French language and other regional languages is an advantage).
  • Practical experience in providing day-to-day translation and interpretation support to international advisors/experts, as well as experience in teaching English (if applicable).
  • Experience in international donor projects is an advantage (e.g., EU projects).
  • Excellent computer skills (MS Word, Excel, Internet, etc.).
  • Excellent organisational skills.
  • Excellent interpersonal and communication skills.
  • A high degree of independence, strong initiative, flexibility, discretion, and professionalism, strong teamwork skills.
  • Strong intercultural and social competencies.
  • Very good communication skills, enabling effective communication and collaboration with employees, stakeholders, partners, and external contacts at all levels.
