Terms of Reference (ToRs) for hiring a Supplier for assistive devices
1.Background
The Forum for African Women Educationalists (FAWE) is a Pan African women’s organization founded in 1992, headquartered in Nairobi Kenya, Its mission is to promote access to quality education of girls’ and women as means of fostering sustainable development.
FAWE Rwanda was established in 1997, is one of the 34 chapters across Africa. Since its inception, FAWE Rwanda has become a recognized partner and focal point in advancing girls’ and women’s education in Rwanda.
FAWE Rwanda intends to establish a pool of qualified suppliers for Assistive devices for persons with disabilities who may be invited to submit quotations on a need basis.
2. Scope of Services
Interested and eligible service providers may supply one or more of the following:
- Assistive devices for persons with disabilities (for all types of disabilities)
- Mobility aids (e.g., wheelchairs, crutches, walkers)
- Visual aids (e.g., braille materials, magnifiers)
- Hearing aids and related accessories
- Learning and communication assistive tools
- Assessment, fitting, installation, training, and after-sales support
- Maintenance and repair services for assistive devices
3. Eligibility and Mandatory Required
Interested and eligible applicant must submit the following documents for administrative and technical evaluation;

- Official letter addressed to the Executive Director of FAWE Rwanda expressing interest in this lot
- A comprehensive list and description of devices and services offered
- Valid Company Registration Certificate issued by RDB
- Valid Tax Clearance Certificate offered by Rwanda Revenue Authority (RRA)
- At least 3 certificates of successful completion of similar services
4.Proposal submission
Interested Firms meeting the above criteria are invited to submit their expression of interest in hard copy to the following physical address’

submission must be received t not later than 19th January 2026 at 3:00pm Rwandan time
5. Important Notes and Disclaimer
- FAWE Rwanda reserves the right to accept or reject any application without obligation to provide reasons
- Submission of an expression of Interest does not constitute a commitment by FAWE Rwanda to award any contract
- Only shortlisted suppliers will be contacted for subsequent procurement process
- Late submission will not be considered
