Terms of Reference (ToRs) for hiring a firm for Sign Language interpretation services
1.Background
The Forum for African Women Educationalists (FAWE) is a Pan African women’s organization founded in 1992, headquartered in Nairobi Kenya, its mission is to promote access to quality education of girls’ and women as means of fostering sustainable development.
FAWE Rwanda was established in 1997, is one of the 34 chapters across Africa. Since its inception, FAWE Rwanda has become a recognized partner and focal point in advancing girls’ and women’s education in Rwanda.
FAWE Rwanda intends to establish a pool of qualified Service provider for sign language interpretation services who may be invited to submit quotations on a need basis.
2.Scope of Services
Prequalified sign language interpreters will be expected to provide:
- Interpretation services for meetings, trainings, workshops, conferences, and community engagements
- Interpretation between Rwandan Sign Language (RSL) and spoken languages (Kinyarwanda, English, French)
- On-site and, where applicable, virtual interpretation services
- Preparation and familiarization with program content prior to assignments
- Professional and ethical interpretation services in line with accepted standards
Interpreters may apply individually or as part of a firm/association.
Interested applicants must demonstrate:
- Certificate of legal registration (for firms/associations) or valid national identification (for individuals)
- Certification or recognized training in sign language interpretation
- Proven experience in professional sign language interpretation
- Ability to interpret Rwandan Sign Language fluently
- Experience working with NGOs, educational institutions, or development programs (added advantage)
3. Eligibility and Mandatory Required
Interested and eligible applicant must submit the following documents for administrative and technical evaluation;
- Official letter addressed to the Executive Director of FAWE Rwanda expressing interest in this lot
- Valid Certificate of legal registration (for firms/associations) or valid national identification (for individuals)
- CV(s) of the interpreter(s)
- Copies of relevant certificates or qualifications in sign language interpretation
- Description of interpretation experience and areas of specialization
- If applying as a firm a valid Tax Clearance from Rwanda Revenue Authority (RRA)
- At least 3 certificates of good completion of similar services
4. Proposal submission
Interested Firms meeting the above criteria are invited to submit their expression of interest in hard copy tothe following physical address’

5. Important Notes and Disclaimer
- Submission of an expression of Interest does not constitute a commitment by FAWE Rwanda to award any contract
- Late submission will not be considered
