TERMS OF REFERENCE (TOR) FOR SELECTING A SUITABLE MEDICAL INSURANCE COMPANY FOR PRACTICAL ACTION RWANDA

Practical Action is registered in Rwanda as a Non-Government Organization (NGO) under RGB Reg. N
000078|RGB|INGO|RC|12|2023. Currently Practical Action Rwanda has a total workforce of 29 personnel and still growing.

PURPOSE

Practical Action Rwanda is seeking a contractor to provide services related to the provision of medical insurance coverage of its employees and their direct dependents (top-up 100 beneficiaries) that would benefit from this medical insurance. 

SPECIFIC OBJECTIVES

Summary of benefits

  • 100% cover of in and outpatient
  • Provide a reasonable optical and dental limit/ceiling per member and/or per family
  • Access to different vaccination
  • Hospital Accommodation Charges
  • Doctor’s (Physician, Surgeon & Anesthetist) fees.
  • ICU/HDU and Theatre charges.
  • Drugs/Medicines, Dressings and Internal Surgical appliances.
  • Pathology, X-ray, Ultrasound, ECG and Computerized Tomography, MRI Scans.
  • Radiotherapy and Chemotherapy.
  • Emergency Road and Air Evacuation subject to overall cover limit.
  • Day care surgery
  • Scheme members shall be covered for emergency air and road evacuation within East Africa (Kenya, Uganda, Rwanda, DRC, South Sudan and Tanzania). And South Africa and India

Submission of Proposal

The proposal shall consist to two parts: the technical and financial bid. The technical bid containing the technical specification for services and the financial bid containing price information.

Contents of the technical proposal

  • Legal documents of the company.
  • Profile of the company including length of experiences (at least 5 years), experiences with international agencies if any, office address, contact persons etc.

Contract period and termination of the contract 

The proposed contract period is for one year (1st April 2026 until 31st March 2027). However, Practical Action may terminate the contract at any time giving one month written notice explaining the reasons of termination.
