1. Background
Generation Rise (GR) is a Rwanda-based non-governmental organization working to advance the rights, opportunities, and well-being of girls and young women. Through education, leadership development, health and gender-based violence prevention, skills development, economic empowerment, and community engagement, Generation Rise works to create an environment where girls and women are able to live self-determined lives.
As Generation Rise continues to grow its programme, partnerships, team, and institutional capacity, the organization recognizes the importance of having strong, up-to-date, and practical internal systems that support effective governance, accountability, safeguarding, financial management, staff development, and long-term sustainability.
Generation Rise therefore seeks to engage a qualified individual consultant, team of consultants, or consulting firm to undertake a comprehensive review and strengthening of key organizational policies and frameworks.
The assignment will specifically cover:
- Financial Policies and Procedures Manual;
- Human Resources Policy and Procedures Manual;
- Safeguarding Policy and related procedures; and
- Advocacy policy and Organizational Sustainability Plan
- Monitoring, evaluation and learning policy
- Resource mobilization policy
- Communication’s Policy.
- Data protection Guideline
The consultancy is expected to go beyond editing existing documents. It should assess the effectiveness of current organizational systems, identify gaps and risks, benchmark the organization against relevant good practices and legal requirements, and develop practical policies, procedures, tools, and recommendations appropriate to Generation Rise's current size and future growth.
2. Purpose of the Consultancy
The overall purpose of this consultancy is to strengthen Generation Rise's institutional systems, governance, accountability, risk management, and sustainability by reviewing and updating its core organizational policies and frameworks.
The consultancy will ensure that Generation Rise's policies:
- Reflect the organization's current operations, structure, programme, and growth;
- Comply with applicable laws and regulatory requirements in Rwanda;
- Reflect recognized good practices for NGOs and women- and youth-serving organizations;
- Meet reasonable standards expected by institutional donors and partners;
- Provide clear roles, responsibilities, procedures, and accountability mechanisms;
- Strengthen safeguarding and risk management across the organization;
- Are practical and proportionate to the organization's size and resources; and
- Support Generation Rise's long-term institutional and financial sustainability.
3. Scope and Approach of the Assignment
The selected consultant(s) will be expected to use a participatory approach. The assignment should include, at minimum:
Document Review: Review existing Generation Rise policies, manuals, strategic documents, organizational structure, donor requirements, audit or management recommendations where relevant, and other institutional documents.
Consultations: Conduct consultations with the Senior Management team and other relevant staff and board members to understand existing practices, challenges, risks, and organizational priorities and growth.
Institutional Gap Assessment: Assess gaps between existing policies, actual organizational practices, applicable legal/regulatory requirements, and recognized good practice.
Policy Development: Revise existing documents and develop additional procedures, templates, tools, or annexes where necessary.
Validation: Facilitate a validation session with Generation Rise management and relevant staff to present key findings and receive feedback on the proposed policies and frameworks.
Orientation: Provide an orientation/training session for staff and management on the revised policies, with particular attention to major changes, responsibilities, and implementation requirements.
4. Key Deliverables
The consultant(s) will be expected to deliver:
- A brief report outlining the identified gaps and proposed solutions and policies to be put in place
- Submission of updated and developed policies.
- Implementation Action Plan: consolidating the major recommendations arising from the review and identifying immediate, medium-term, and longer-term institutional strengthening priorities.
- Validation Workshop/Meeting with Generation Rise management
- Staff Orientation/Training Session on the revised policies and their implementation.
- Final Electronic Package containing all approved policies, manuals, frameworks, templates, tools, and presentations in editable formats and well designed.
5. Required Qualifications and Experience
The assignment may be undertaken by an individual consultant, a team of consultants, or a consulting firm.
The successful applicant/team should demonstrate:
- Extensive Experience in organizational development, human resources, finance/accounting, law, governance, development studies, business administration, social sciences, or another relevant field;
- At least 5 years of relevant professional experience in organizational development, institutional strengthening, policy development, or NGO management;
- Experience supporting organizational sustainability, resource mobilization, or institutional development
- Understanding of donor compliance and institutional funding requirements;
- Excellent written and spoken English.
For teams or firms, Generation Rise welcomes applications that bring together complementary expertise in finance, HR/legal compliance, safeguarding, and organizational sustainability, rather than requiring one consultant to demonstrate specialist-level expertise across every area.
6. Duration
The consultancy is expected to be completed within approximately [6–8 weeks], beginning from the date of contract signature.
7. Application Requirements
