Ngali Mining Limited (NML) is a Private Limited Company registered in November 2015 under the Rwandan law, fully owned by NGALI Holdings and the latter being a public-owned enterprise. NML was created for investment purpose and improving the Mining service delivery basing on best practices internationally accepted. NML is currently undertaking mineral mining activities (underground tunnel and open pit) that requires to apply different machines and equipment for excavation, ore transportation and processing.

Terms of reference for Hiring Occupational Health and Safety (OHS) Officer
 

1. Background Information

NGALI Mining Ltd is a Private Limited Company registered in November 2015 under the Rwandan law, It’s located in Kigali City, Gasabo District, Kimihurura Sector; It has been created for investment purpose and improving the Mining service delivery basing on best practices internationally accepted. NGALI Mining Ltd comes to ensure benefits of shareholders as well as the Rwandan Community.

Position Title: Occupational Health and Safety Officer

Location: KG 6422 ST, BODIFA HOUSE, 7th Floor, Rugando, Gasabo, Kigali

Reporting to: Director of Operations

2.Objectives.

To promote, coordinate, and enforce Occupational Health and Safety (OHS) policies, systems, and procedures within Ngali Mining Ltd’s mining operations. The OHS Officer shall ensure full compliance with national mining safety regulations, environmental protection laws, and internal company standards while fostering a proactive safety culture that protects workers, assets, and the environment.

Ngali Mining Ltd’s Sites (Hard Rock and Alluvial Operations)

4. Key Responsibilities:

Policy and Compliance Oversight

  • Develop and implement OHS policies and procedures aligned with national mining legislation and company operations.
  • Monitor compliance with OHS, environmental, and risk management standards on all mining sites.
  • Ensure adherence to applicable laws including mining-specific health and safety acts and labour codes.

Risk Management and Emergency Preparedness

  • Conduct regular site inspections, hazard identification, and risk assessments on both hard rock and alluvial operations.
  • Lead investigations of accidents, incidents, and near-misses; recommend corrective actions and track implementation.
  • Coordinate development and testing of emergency response and evacuation plans.
  • Ensure the availability and maintenance of fire suppression systems, PPE, and first aid equipment.

Training and Capacity Building

  • Design and deliver safety training programs, toolbox talks, and simulation drills for workers and contractors.
  • Educate staff on site-specific hazards.

Health Surveillance and Welfare

  • Promote occupational hygiene, sanitation, and worker welfare programs.
  • Monitor air quality, noise levels, and exposure to harmful substances across mining operations.
  • Work with medical professionals to implement routine health checks and injury prevention initiatives.

Documentation and Reporting

  • Maintain accurate records of safety inspections, incidents, training sessions, and audit outcomes.
  • Submit regular reports (monthly/quarterly/annually) to management and relevant authorities.
  • Maintain up-to-date knowledge on regulatory changes and emerging risks in the mining industry.

5. Performance Indicators:

  • Number of completed safety audits and risk assessments
  • Compliance with internal and external audit recommendations
  • Timeliness and accuracy of incident reports and corrective actions
  • Staff participation and feedback in training and safety program

6. Required Qualifications and Experience:

  • A diploma (A1) in Occupational Health and Safety, Environmental Health Science, Mining Engineering, or related field. Bachelor’s degree is an advantage
  • Certified training in OHS risk management, emergency response, and incident investigation.
  • Minimum 3 years' experience in a mining or heavy industrial setting.

7. Required Skills and Competencies:

  • Strong knowledge of occupational hazards in mining.
  • Excellent communication, training, and team coordination skills
  • Ability to analyze safety data and recommend strategic improvements

8. Special Working Conditions:

  • Field-based work in rugged, remote mining environments
  • Exposure to dust, noise, and vibration
  • May be required to work extended shifts and respond to emergencies outside normal hours
  • Periodic travel between mining sites

9. Authority and Accountability:

  • Authority to stop unsafe work conditions
  • Recommends safety interventions and disciplinary actions in consultation with management
  • Accountable for enforcement of OHS standards at site level.
