Terms of reference for a consultancy to identify packaging related constraints affecting MSMES in agriculture value addition

PRO-FEMMES/ TWESE HAMWE (PFTH) is a national civil society umbrella organization for 52 civil society organizations that advance Gender equality throughout Rwanda’s development process. PRO-FEMMES/TWESE HAMWE’s mission is to eradicate all forms of discrimination against women, to promote women’s socio-economic, political and legal status, and to enhance the institutional and organizational capacity of the umbrella and its member organizations through promotion of sustainable human development based on gender equality, peace, justice and human rights. 

In this regard, Pro-Femmes/ Twese Hamwe seeks to recruit a qualified consultant to assess packaging-related challenges affecting MSMEs in selected value chains (horticulture, poultry, meat and dairy) and to develop a policy paper with actionnable recommendations to strengthen the packaging ecosystem in Rwanda.

Tender Documents may be obtained on any working day from 8:30 am to 5:00pm local time at PRO-FEMMES/ TWESE HAMWE Central Secretariat Office, or via email: n.niyonsenga@profemmes.org; upon presentation of proof payment of a non-refundable fee of ten thousand Rwandan francs(10,000Frw) to the  account No: 1002190104949201 of PRO-FEMMES/ TWESE HAMWE opened in ACCESS Bank.

Well printed proposals, properly bound proposalsshall be addressed to the Executive Director of PRO-FEMMES/ TWESE and delivered to PRO-FEMMES TWESE/ HAMWE’S secretariat offices not later than Thursday 28th May 2026 at 10:00 am. Duly submitted proposals will be publicly opened at 10:30 am on the same date.
