TERMS OF REFERENCE FOR THE CONSTRUCTION OF WAREHOUSES IN GATSIBO DISTRICT

Plan International Rwanda opened in January 2007 and is currently working in the Eastern and Southern Provinces of Rwanda in the districts of Gatsibo, Bugesera and Nyaruguru with sponsorship programs. Building on its 15 years’ experience and learning in Rwanda context and guided by Plan International’s Program and Influence Approach, Plan International Rwanda is implementing programs and projects that (a) challenge discriminatory gender and social norms at the community level while (b) Influencing the development and implementation of relevant laws and policies that support children’s rights, especially girls. Based on the findings of the situation analysis, the country strategy is focusing on two integrated Country Programs (CP) : (i) Skills, employability, wellness and resilient for youth and families, (ii) Foundations for safe and brighter futures.

Programme and Project details

Plan International Rwanda has signed a Memorandum of Understanding (MoU) with Ministry of Agriculture- MINAGRI. The action plan highlights the implementation of one activity of “construction of three (3) post-harvest facilities in Gatsibo district ‘’. The Following points were agreed upon:

  • Plan International to initiate the tender process to identify a competent service provider.
  • MINAGRI to provide technical support by preparing technical works including BoQs, drawings, site analysis and works supervision;

CONTRACT SPECIFICATIONS

Description of the contract

This terms of reference aims at proving necessary information on warehouse construction for identified cooperatives in Gatsibo district: 

  1. Cooperative UBUMWE located in, Marimba village, Marimba cell, KABARORE sector, Gatsibo district,
  2. Cooperative CORIMAK located in Kibumba village, Rwimitereri cell, MURAMBI sector, Gatsibo district,
  3. Cooperative COOPRORIZ NTENDE, located in Gitega village, Nyamatete cell, RWIMBOGO sector, Gatsibo district

Objective

The primary objective of constructing the three post-harvest warehouses is to minimize crop losses and preserve the quality of agricultural produce. By providing secure and well-managed storage facilities, these warehouses will enable farmers to store their crops safely, reducing the risk of spoilage, mold, pest infestations, and other post-harvest losses. This will contribute to improved food security, enhanced product quality, and increased income opportunities for farmers.

TERMS OF PARTICIPATION.

  • Eligibility and rules of origin

Participation in tendering is open on equal terms to all natural and legal persons (participating either individually or in a grouping (consortium) of bidders) which are established in Rwanda.

Number of bids

Bidders shall prepare bids in compliance with all instructions outlined in the BID DOCUMENT, BOQ and DRAWINGS. Bidder must provide one bid per lot; partial or incomplete bids will not be considered. Bidders should not submit a bid for a variant solution in addition to their bid for the works required in the bid document.

Bid Security.

BID Security for the construction of three (3) warehouses in Gatsibo District is RWF 5,000,000

Performance guarantee.

The successful bidder will be asked to provide a performance guarantee of 10% of the amount of the contract at the signing of the contract. 

This performance guarantee must be provided together with the return of the countersigned contract no later than 30 days after the bidder receives the contract signed by the Contracting Authority. 

If the selected bidder fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the bidder which that has submitted the next lowest compliant bid.

Information meeting and/or site visit.

  • The sites’ visit will be held on 15th June 2026 in Gatsibo district at CORIMAK/Murambi Sector, COOPRORIZ Ntende/Rwimbogo Sector & Ubumwe/Kabarore Sector.
  • The departure point will be at Plan International Rwanda Office located at Kiramuruzi at 10:30am. The itinerary will be discussed before departing to these 3 sites

SELECTION AND AWARD CRITERIA.

Selection criteria

  • To qualify for award of the Contract, in accordance with ITB Sub-Clause 12.1 bidders shall meet the minimum qualifying criteria:
  • Average annual volume of construction work over the past 3 yearsof at least RWF 500, 000,000.
  • Experience as prime contractor in the construction of at least works of a nature and complexity equivalent to the Works over the last years (to comply with this requirement, works cited should be at least Seventy (70) percent complete;
  • Proposals for the timely acquisition (own, lease, hire, etc.) of the following essential equipment: Lorry, Concrete mixers, pick-ups and scaffolding. 
  • Personnel with the following qualifications and experiences: 
  • Site Engineer: with a degree in Civil Engineering with at least 5 years’ experience and registered in IER
  • Site foreman: A Diploma in Civil Engineering with at least 5 years’ experience or a technician with level 2 certificate in Public Works Construction with at least 7 years’ experience.
  •  (e)liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than 200, 000,000 Rwanda Francs
  • Administrative documents: 
  • Certificate of Registration in Rwanda (RDB Certificate), 
  • VAT Certificate, RRA Tax Clearance, 
  • RSSB Contribution Clearance,
  •  Three (3) good completion certificates for similar works obtained within the past four years)

A consistent history of litigation or arbitration awarded against the Bidder will result in disqualification.

Subcontractors’ experience and resources will not be taken into account in determining the Bidder’s compliance with the qualifying criteria.

The requested documents will be shared electronically through the email address provided by the bidder.

Bids must be submitted using the standard bid submission form included in the bidding documents. The prescribed format and instructions must be strictly followed.

Bids must be sealed and clearly marked “CONSTRUCTION OF 3 WAREHOUSES IN GATSIBO DISTRICT AT KABARORE, RWIMBOGO & MURAMBI SECTORS” and delivered not later than 2:00 PM, on 30th June 2026 to the address below:
