TITLE: SUPPLY, INSTALLATION, CONFIGURATION AND COMMISSIONING OF STARLINK CONNECTIVITY AND LAN INFRASTRUCTURE AT EIGHT (8) WORLD VISION RWANDA SITES

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2026-2030 seek to reach 2.5 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.
World Vision International Rwanda hereby invites all competent and reputable companies/suppliers specialized in “Supply, Installation, Configuration and Commissioning of Internet” to submit an Expression of Interest (EOI).
Participation in the competition is therefore open and on equal conditions to all companies.
Minimum requirements:
- Full Registration Information of Domestic Company issued by RDB with activity related to this tender “Supply, Installation, Configuration and Commissioning of Internet”
- Valid RRA tax clearance Certificate
- Valid Rwanda Social Security Board certificate; (RSSB
- Two (2) Certificate of Good Completion of the similar executed tenders in value of Thirty-five Million Rwandan francs (35,000,000Rwf) each, related to “Supply, Installation, Configuration and Commissioning of Internet” from reputable organization (Government, NGOs, or other recognized institutions) with related contracts.
- Must provide the promise or credit line equivalent to eleven Million Rwandan francs (11,000,000Rwf) The promise or credit line must be specifically issued for and dedicated to this tender.
Instruction to bidders:
- All bidding processes and bid submissions shall be conducted electronically through the World Vision Rwanda e-Procurement System (Coupa). Hard-copy submissions will not be accepted.
- Interested bidders are required to register their interest by completing the following online form: EOI for Starlink. The deadline for submission of the Expression of Interest (EOI) is 11/11/2026 at 10:00 AM.
- Upon submission of the Expression of Interest, World Vision Rwanda will send access details to interested bidders via email, enabling them to log into the WVR e-Procurement System (Coupa), where the tender documents and bidding instructions will be available.
- All bids must be submitted exclusively through the WVR e-Procurement System (Coupa) by the submission deadline indicated within the system. Submissions through any other means will not be considered.
