1. Background
Rwanda Medical Supply Ltd (RMS) is the central institution mandated to procure, store, and distribute medical commodities in Rwanda. In line with its strategic objective to improve access to high-quality health products and technologies, RMS is seeking to expand its network of qualified manufacturers of medical consumables.
RMS hereby invites eligible and qualified manufacturers to express their interest in forming a direct partnership for the supply and delivery of medical consumables.
2. Categories of Medical Consumables
Interested manufacturers may express interest in one or more of the following consumables in the table below
3. Objectives
This Expression of Interest aims to:
- Identify qualified medical consumables manufacturers with capacity to supply RMS.
- Establish a framework for strategic partnerships that support affordable and sustainable procurement.
4. Eligibility Criteria
Interested manufacturers must provide:
- A letter of expression of interest signed by an authorized company representative.
- Company profile with evidence of relevant manufacturing capacity at least having 10 years of experience in manufacturing and exporting to various international markets along with supporting certifications (e.g., ISO 13485, CE or FDA)
- Product catalogues and technical specifications for each category of interest.
- Evidence of registration in your country of origin and authorization to export.
- Production capacity.
5. Submission Instructions
The expression of interests, will be submitted online to email: tenders@rms.rw, copy
to rms.procurement@rms.rw .Please note that the deadline for submission is …12………./…02……../2026.
All interested bidders may obtain some complementary information by writing to the email rms.procurement@rms.rw , copy to lmuhindakazi@rms.rw , indekezi@rms.rw, jmurwanashyaka@rms.rw , within three-sixths (3/6) of the deadline period for the submission of EOI.
6. Important Notes
This is not a call for tenders; it is a preliminary step to identify qualified manufacturers.
RMS reserves the right to shortlist only those manufacturers that meet the minimum criteria for future tender or direct negotiations.
Only shortlisted applicants will be contacted for the next steps.
