Dear Sir/Madam,

Compassion International — Rwanda Office (CIRW) is pleased to invite all interested and eligible firms to submit bids under an Open Tender for the provision of Data Collection Services for the Program Cycle Adoption (PCA) 3.1 Data Collection Exercise.

CIRW is a Christ-centered organization committed to the holistic development of children in partnership with local churches. As part of its ongoing program effectiveness assessment, CIRW is conducting a large-scale data collection exercise focusing on Level 2 Outcomes and Program Satisfaction Measures across selected Frontline Church Partners (FCPs) in Rwanda.

Interested firms with proven experience and capacity in large-scale field data collection, team management, and digital data collection operations are encouraged to participate.

  • Scope of Assignment: Recruit and deploy 120 data collectors + 5 reserves across 137 Frontline Church Partners (FCPs) in all 30 districts of Rwanda to administer surveys to approximately 15,841 children and youth and 2,877 FCP staff
  • Data Collection Period: July 6–31, 2026
  • Training Period: June 22–26, 2026 (Training: June 22–24 | Pilot: June 25–26)

Submission Requirements:

  • Bids must be submitted in two sealed envelopes — one for the Technical Proposal and one for the Financial Proposal.
  • Clearly mark each envelope with the Tender Reference Number (CIRW013/2025-2026) and the Bidder's name.
  • Deadline for submission: May 6, 2026, at 5:00 PM — Compassion International Head Office at KACYIRU,8 KG 548 St, Kigali.
