1. Brief Description of DUHAMIC-ADRI
DUHAMIC -ADRI is a Kinyarwanda acronym that stands for DUHaranira AMajyambere y'ICyaro - Action pour le Développement Rural Intégré, translated as "We strive for the Development of the Rural Community" in English.
We are a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985

Objectives
- Fighting against the marginalization of rural areas.

2. Program Overview
DUHAMIC-ADRI, in partnership with CARE International Rwanda and its implementing partners, is implementing a five-year program titled Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE). This program, funded by the MasterCard Foundation, aims to build a resilient, sustainable, gender-equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people, primarily women (70%), aged between 18 and 35 years, within agricultural value chains.
The SERVE Project operates across ten districts in Rwanda: Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Kirehe, Ngoma, Nyamagabe, and Huye.
Within this framework, DUHAMIC-ADRI continues to strengthen Farmer Field and Business School (FFBS) platforms as learning hubs for promoting modern and climate-resilient agronomic practices in selected value chains.
3. Justification of needs
As part of SERVE project to promote sustainable and profitable agribusiness models, DUHAMIC-ADRI supports the establishment of demonstration plots across project districts. These plots serve as learning and innovation sites, enabling farmers to observe, practice, and adopt improved agronomic techniques.
For Season A 2026, the project plans to demonstrate integrated pest and disease management practices for fresh beans, chili, and tomatoes. However, many of the effective and recommended inputs (pesticides, insecticides, fungicides) are expensive and often unavailable locally in rural districts, making them unaffordable
To ensure successful demonstrations and evidence-based learning, there is a need to procure quality and certified agricultural inputs that will effectively control pests and diseases affecting these crops. These inputs will be used in demonstration plots managed through FFBS platforms. Farmers will witness their efficacy and be motivated to adopt and invest in similar inputs in future cropping seasons.
4. Objectives of purchasing agricultural inputs
Demonstrate best Integrated Pest and Disease Management practices:
- Use high-quality and effective pesticides, insecticides, and fungicides on demonstration plots to showcase practical solutions for pest and disease control.
- Facilitate knowledge transfer through FFBS:
- Demonstration plots will serve as participatory training sites where farmers learn how to apply agrochemicals safely, correctly, and effectively.
- Promote access and affordability of agricultural Inputs:
- Encourage local suppliers to stock quality inputs and motivate farmers to purchase them after witnessing their benefits during demonstrations.
- Reduce losses caused by pests and diseases, improve yields, and increase farmers’ income levels.
- Collect and analyze data on crop performance, pest/disease reduction, and cost-benefit to inform future procurement and farmer recommendations.

6. Timely Delivery and Distribution:
- Deliver all inputs to DUHAMIC-ADRI Head Office (Kicukiro, Niboye) within the agreed timeline, ensuring safe handling, packaging, and transport
- Provide clear product labels and usage guidelines, including dosage, safety precautions, and recommended application intervals.
7. Eligibility Criteria
Eligible bidders should fulfil the following requirements (MANDATORY):

- Company registration certificate with specialization in agricultural inputs
- A valid Tax clearance certificate
- A valid RSSB clearance certificate
- Proof of using EBM
- 2 certificates of good completion for supplying similar goods with their respective Purchase
orders/contracts.
- A commitment letter to supply no later than 4 days from the date of receiving the purchase order
8. Safeguarding clause
Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.
DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviours. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

- DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder.
- Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved the right to reject such bids.
