This permanent, full-time position goes beyond routine compliance; it is an opportunity to empower project teams and national partners by translating complex data into meaningful insights and actionable project adaptations. Reporting to the programme officer, you will provide transversal technical support to projects currently under implementation, focusing on anchoring robust framework methodologies, facilitating internal and external evaluations, and ensuring that our external messaging honestly reflects our progress on the ground.

Title: Implementation of gender-transformative and inclusive extracurricular clubs in three TVET Centres of Excellence 

Maximum budget: EUR 165,000.00 - Performance period of 14 months

LuxDev, the Luxembourg Development Cooperation Agency launches a Call for Expression of Interest (CEOI) for the acquisition of services for the implementation of gender-transformative and inclusive extracurricular clubs in three Centres of Excellence on behalf of project RWA/030 receiving financial support from the Governments of Rwanda and the Grand-Duchy of Luxembourg. 

Economic operators that are invited to express their interest to offer the services mentioned above are specialised in implementing safe and youth-led activities in secondary schools in Rwanda, with a focus on raising awareness of gender equality and social inclusion (GESI) and supporting students’ soft skills development.

Indicatively, economic operators will have to demonstrate their technical capacity and experience in implementing GESI-related extracurricular activities in secondary schools and engaging the youth through gender-transformative and inclusive approaches.

The start of the contract is foreseen for November 2026 and for a duration of 14 months. Economic operators must be available for the entire period foreseen and willing to intervene in the districts of Musanze, Ruhango, and Ngoma. The maximum budget available for this contract is estimated at 165,000.00 EUR, divided into three lots of 55,000.00 EUR per each (all taxes excluded).

  • Lot 1 – focuses on evidence-based critical thinking and public speaking – maximum budget of 55,000 EUR; 

  • Lot 2 – focuses on creative thinking and identity building – maximum budget of 55,000 EUR;

  • Lot 3 – focuses on strategic thinking and teamwork – maximum budget of 55,000 EUR.

The shortlist of candidates invited to submit a full offer will be established of a minimum three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
