Subject: Consultancy to Develop a Sugira Muryango Digital Dashboard National Scale-up Transformation Strategy

Tender reference: 008/S/FXB/2026

FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) whose mission is to address the root causes of poverty as a means of securing children’s rights to survive, grow, and develop, and strives to be a catalyst for long-lasting positive change in low-and moderate-income families among vulnerable families by supporting them to improve their social, economic, and environmental conditions. Since 2014, FXB Rwanda has been the leading implementer of the Sugira Muryango program in close collaboration with Boston College and the University of Rwanda Center for Mental Health.

Sugira Muryango (SM), meaning "Strengthen Your Family" in Kinyarwanda, is an evidence-based home-visiting program designed to promote early childhood development (ECD) and household well-being through 12 modules delivered by trained community volunteers – the Inshuti z'Umuryango (IZU; "Friends of the Family") – who are embedded within Rwanda's social protection and child protection system. They are monitored and supervised by the National Child Development Agency under the Ministry of Gender and Family Promotion (MIGEPROF). Core components include coaching on “serve and return,” stimulating caregiver-child interactions and playful parenting, creating safe, stimulating, and nurturing environments with an emphasis on nutrition, health, and hygiene, developing a family narrative to foster hope and resilience, strengthening problem-solving and use of community resources, and building skills in emotion regulation, conflict management, and non-violent discipline.

The program has 12 modules delivered at home and 2 group modules. SM currently operates in five Rwandan districts, namely Rubavu, Nyanza, Ngoma, Musanze, and Kirehe, and has been associated in research and evaluation data with significant improvements in early child development outcomes, caregiver wellbeing, and household resilience. The program's demonstrated effectiveness has prompted FXB Rwanda and its partners to envision and pursue a formal national scale-up to all districts of Rwanda.

FXB Rwanda therefore invites qualified and experienced Interested individual consultants or firms/organizations to submit technical and financial proposals for the Consultancy to Develop a Sugira Muryango Digital Dashboard National Scale-up Transformation Strategy.
