CONSTRUCTION OF GREENHOUSES AND TREE NURSERIES AROUND THE VOLCANOES NATIONAL PARK

Background
The International Gorilla Conservation Program (IGCP) is a coalition of three leading international conservation organizations (Conservation International, Fauna & Flora and WWF) which was formed with the mission to protect the mountain gorillas and their habitat in the Democratic Republic of Congo, Rwanda, and Uganda. The programme works in close partnership with the Protected Area Authorities of the three countries; Institute Congolais pour la Conservation de la Nature (ICCN) in Democratic Republic of Congo (DRC), Rwanda Development Board (RDB) in Rwanda and Uganda Wildlife Authority (UWA) in Uganda.
International Gorilla Conservation Programme (IGCP) is implementing community projects to strengthen ecosystem-based adaptation and conservation efforts. These initiatives support park-edge communities around Volcanoes National Park (VNP) in Rwanda to enhance climate resilience, ecosystem protection and restoration, mitigate zoonotic disease, thus contribute to community wellbeing and sustainable mountain gorilla conservation.
In this regard, IGCP hereby invites bids from eligible national, competent and reputable bidders who have Electronic Billing Machine, to submit their offers for this tender. This call for proposals (CFP) is open on equal terms to all qualified companies fulfilling the requirement and registered in Rwanda.
Since the greenhouses and tree nurseries will be managed daily by community members around VNP and directly benefit them, the contractor will be required to work with IGCP-partner Community Based Organizations (CBOs) during the establishment process, whenever possible. This approach aims to strengthen local capacity, foster community ownership and ensure long-term project sustainability.
Tender specifications
The assignment involves structural design, material supply, construction and technical training regarding maintenance of greenhouse structures and tree nurseries in 12 Sectors from 4 Districts adjacent to VNP: Burera, Musanze, Nyabihu and Rubavu. The greenhouses and tree nurseries are intended for demonstration and commercial production purposes under protected agriculture conditions, fully equipped and ready for intensive vegetable production. To ensure efficiency, the tender is divided into separate lots as outlined below.
Lot 1: Design & Bill of Quantities (BOQ)
- Site analysis
- Structural design of greenhouses and nurseries.
- Preparation of detailed BOQ (materials, labor, equipment)with cost estimates.
Lot 2: Supply of construction materials
- Supply of greenhouse frames, nursery structures, irrigation equipment, water storage facilities, shading nets, seedling trays, and related materials necessary to ensure the greenhouses are fully operational and compliant with the technical specifications provided in the tender document.
- Delivery to designated project sites.
Lot 3: Construction and installation works
- Assembly and installation of greenhouses and nursery infrastructure.
- Installation of irrigation and water management systems.
- Quality assurance and compliance with safety standards.
Lot 4: Technical training and capacity building
- Training sessions for community members and project staff on greenhouse management, nursery operations, and sustainable practices.
- Development of training manuals and sustainability guidelines.
- Ongoing mentorship and technical support.
Greenhouses technical specifications
1. Description
Four (4) identical greenhouse structures at 2 different sites (Nyabihu-Kabatwa and Rubavu-Bugeshi) in Western province, each measuring 8 meters x 30 meters (240 m² per unit), fully equipped and ready for crop production, including irrigation and water storage system.
The greenhouse shall be designed for intensive vegetable production under protected agriculture conditions with all four greenhouses complying with the same technical specifications explained in this document

Tree nursery specifications
1. General Description
The nursery structure shall provide a protected environment suitable for tree seedling propagation, protecting seedlings from excessive sunlight, pests, and harsh weather conditions, with the following dimensions:

- Length: 20 meters
- Total Area: 300 m²
- Pole Height: 2 – 2.3 meters
2. Structural Framework
2.1 Main Structural Frame (Steel)
The primary structural framework shall be constructed using galvanized steel columns to ensure durability and resistance to corrosion.
Specifications
- Material: Galvanized steel pipes
- Main vertical columns: Minimum 60 mm diameter steel pipe
- Steel thickness: Minimum 2 mm
- Height above ground: 2 – 2.3 meters
Foundation and Anchoring
- Steel columns must be embedded into concrete foundations
- Minimum depth: 50 cm below ground level
- Concrete base: Minimum 30 cm × 30 cm × 50 cm
- Concrete grade: C20 or equivalent
Structural Stability
- Proper spacing to ensure structural stability
- Installed in the way that improves lateral stability and wind resistance of the structure.
- All steel components must be properly aligned and securely fixed.
2.2 Roof members and rafters
To facilitate easy maintenance and replacement, the roof support members shall be constructed usingtreated hardwood timber. The timber shall be anti-termite treated, well-seasoned, and free from structural defects, with a suitable rafter section and purlins with a suitable spacing to ensure adequate structural support. The wooden rafters shall be securely fixed to the steel columns or steel beams to ensure strong and stable connections while allowing easy removal and replacement of timber.

Late bids will be rejected and if a company bids on more than one lot, her/his bids should be submitted separately. IGCP reserves the right to reject any bid deemed inappropriate.
