This permanent, full-time position goes beyond routine compliance; it is an opportunity to empower project teams and national partners by translating complex data into meaningful insights and actionable project adaptations. Reporting to the programme officer, you will provide transversal technical support to projects currently under implementation, focusing on anchoring robust framework methodologies, facilitating internal and external evaluations, and ensuring that our external messaging honestly reflects our progress on the ground.

Title: Acquisition of motorcycles and three-wheeler cargo vehicles (Goods)

Performance period of 3 months

Request for expressions of interest N° A-RWA030-2026-8509 “Acquisition of motorcycles and three-wheeler cargo vehicles”.

As part of the implementation of its activities, LuxDev, the Luxembourg Development Cooperation Agency, on behalf of the ISHEMA Project “Improving Skills for Holistic Employment in Modern Agriculture” receiving financial support from the Grand-Duchy of Luxembourg, seeks to hire an economic operator for the tender of “acquisition of motorcycles and three-wheeler cargo vehicles”.

The performance period of the contract is 3 months.

1. Objective and expected results of the contract 

The objective of this procurement is to strengthen the operational capacity of selected Centres of Excellence through the provision of motorcycles and cargo three-wheelers that will support agricultural training, institutional logistics, extension services, field supervision, transportation of agricultural inputs and outputs, and community outreach activities.

The contract is divided into two lots:

  • Lot 1: Supply and delivery of motorcycles (electric and petrol);
  • Lot 2: Supply and delivery of cargo three-wheeler vehicles (flatbed and covered).

Expected results include:

  • Supply and delivery of fully compliant motorcycles and cargo three-wheelers to the designated institutions; 
  • Successful inspection, commissioning, and operational testing of all vehicles; 
  • Training of operators and maintenance personnel on safe operation and preventive maintenance; 
  • Provision of complete technical, operational, maintenance, and warranty documentation; 
  • Availability of after-sales support, spare parts, and technical assistance; 
  • Successful handover and acceptance of all vehicles in accordance with the contract requirements.

A Shortlist Selection Committee will meet to analyse the expressions of interest received, on the basis of the documentation provided and selection criteria and draw up a list of candidates who will be consulted for the next phase of the tender process.
