SUPPLYING TO VSF-BELGIUM 77 MOTORCYCLES DESIGNED TO HANDLE HIGH-ALTITUDE RURAL ZONE IN RWANDA

VSF-Belgium is an International NGO based in Belgium whose vision is Healthy Animal, Healthy Human while its mission is “to strengthen the capacities of disadvantaged, livestock dependent communities to improve their well-being”. Created in 1985, VSF-Belgium currently work in 11 African Countries and has been working in Rwanda since the year 2001 in different facets of community mobilization and development, through implementation of various projects/programmes ranging from education, different aspects of animal health & improved animal management, agriculture, food security & livelihood, income generation & access to finance, green energy and different aspects of integrated environmental & natural resources management; across the country (for more information visit www.vsf-belgium.org).
Since December 2024, VSF-Belgium is implementing a multi-actors project called PRISM phase 2 (Partnership for Resilience and Inclusive for Small Stock Market) under its action titled: ’Support to Local Proximity Private Veterinary Services Delivery in Rwanda with the specific objective of to strengthen the availability of sustainable and quality proximity veterinary services in all districts of Rwanda, while increasing availability of Artificial Insemination and supporting the implementation of the new Veterinary Sanitary Mandate (VSM). The project is led by Rwanda Agriculture and Animal Resources Development Board (RAB) under supervision of MINAGRI. Currently, VSF-Belgium implements the project in partnership with Rwanda Council of Veterinary Doctors (RCVD).
As part of the implementation of the PRISM II project - Strengthening Veterinary Services, Vétérinaires Sans Frontières Belgium (VSF-Belgium) is looking for company(ies) to supply 77 field motorcycles to be used by private veterinary practitioners controlled and supervised by RCVD. These motorcycles must be designed to handle high-altitude zones and challenging, muddy terrain, with high durability, traction, and adaptability especially adapted to high-altitude (mountain) zones and not oriented to taxi-motorcyclists but to private veterinary practitioners serving farmers in remote rural areas.
Therefore, VSF-Belgium would like to invite the eligible bidders to submit bids for the Supply of seventy-seven (77) Motorcycles to respond to this Request for Quotation No: VSF-B/ PR/SUP/2509/09. The minimum specifications for the requested motorcycles are described bellow:

Terms and conditions
- The currency of the bid will be Rwandan Francs (Frw) and will be inclusive of all applicable Taxes.
- The bidding company should clearly indicate its address and contact person to communicate with VSF-Belgium
- The Request for Quotes is not and shall not be considered an offer by VSF-Belgium.
- All responses must be received on or before the date and time indicated on the RFQ. All late responses will be rejected.
- All unresponsive quotes will be rejected.
- All quotes will be considered binding offers. Prices quoted must be valid for entire period provided by respondent.
- All procurement will be subject to VSF- Belgium contractual terms and conditions and contingent on the availability of donor funding.
- VSF- Belgium reserves the right to accept or reject any quotation or cancel the procurement process at any time, without assigning any reason, and shall have no liability to any vendors submitting RFQs for such rejection or cancellation of the procurement.
- The bidders are solely obligated to pay for all costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All Responses and supporting documentation shall become the property of VSF-Belgium.
- The requested motorcycles are expected to be delivered to beneficiaries not later than 03 of October 2025, thus the procurement process will end, and products delivered before the end of September 2025.
Questions & bid submission deadline

Responses to questions will be distributed to all interested parties not later than 12 September 2025.
- The bid submission dossier to this RFQ should be submitted scanned, signed and stamped documents in PDF format, addressed to Country Programme Manager, VSF-Belgium Rwanda Office and sent to the email address: brgl.procurement@vsf-belgium.org or sealed document deposited at VSF-Belgium Rwanda Office located in Sainte Famille Hotel building, Nyarugenge, Kigali (Rwanda), clearly indicating the subject line: “ Supply of Motorcycles to VSF-Belgium in Rwanda under PRISM II Project”, and no later than 19th September 2025 at 17h00’ p.m.
