Job purpose
The Procurement and Logistics Manager will work with operational staff to lead the planning and execution of material and equipment procurement and logistics. The position will be focused on domestic operations in Rwanda whilst also coordinating international shipments to all program countries.
Duties and responsibilities
- Work to secure the most efficient and effective procurement and logistics models for B2P
- Implement and take responsibility for the B2P Procurement and Purchase Policy
- Manage and support the Rwanda Procurement and Logistics Department
- Manage international shipping and transport of materials and equipment to Rwanda program countries and support other regions as requested
- Coordinate with the different Key departments to produce Bills of Quantities (including materials, labor, and tools) for each bridge project, based on construction material quantities provided by the Engineering Department.
- Coordinate with the Engineering Department, Safety and Quality Control teams to ensure that all materials and tools are of satisfactory quality.
- To provide required documentation and information on all procurement and logistics activities that are needed to coordinate with the Partnerships Department and Finance Department
- Provide support as necessary to partners in the procurement and logistics of materials and equipment required for bridge project construction
- Coordinate with Systems Department in design and implementation of inventory management system
- Forecast demand and capacity within existing and potential supply chains
- Build relationships with suppliers and create a comprehensive plan for procurement and logistics activities
- Oversee fleet management for the Rwanda program
- Work with the Engineering Department to increase durability and cost efficiency over the lifespan of a bridge through innovations in design and material selection
- Updating and reporting the BoQs where necessary using B2P internal systems.
- Understand procurement laws and regulations pertaining to contracts with potential partners including the Rwandan government and relevant aid agencies
- Work with Operational Staff to maintain operational plans by providing required materials and equipment to construction sites on time
- Put in place systems to adhere to procurement requirements set by partners
Qualifications
Qualifications include:
- Bachelor’s degree in Procurement and Logistics, Economics, Management, Civil Engineering or related field.
- Proven experience managing procurement departments and working on procurement projects with multi-stakeholders’ partnerships is required
- 5yrs and above of procurement and logistics experience with proven experience in working with public institutions, Private sector and other International Agencies such as: World Bank, African Development Bank, European Union etc. An overall understanding of EAC procurement guidelines and laws is highly needed (Uganda, Tanzania and Rwanda)
- Experience of working in construction industry especially in Transport and logistics sector (Supply of goods and Services)
- Experience in international shipping and importation required.
- Ability to work across different cultures and languages (English and Kinyarwanda);
- An understanding of project and people management in an international environment, a project Management qualification such as Prince2 or PMP will be an added advantage.
- Proficiency in using Rwanda Procurement and Logistics related systems Microsoft Office and MS project and very conversant with e-mailing and other E-communications
- Driver’s License will be required
- Strong Microsoft Excel skills, including experience in Visual Basic Application programming is a bonus
- Strong verbal and written communications skills
- Ability to work independently after given clear direction

Working conditions
The position is based in Kigali, Rwanda but may require periodic travel to different regions in Rwanda where our sites might be located for field visits.
Physical requirements
The position is office based but may require periodic travel, to field and the warehouse as the lead in the procurement department.
