Background
The King Faisal Hospital Rwanda Foundation (KFHRF) is a non-profit NGO that supports the growth of Rwanda’s health sector through programs, partnerships, and services in collaboration with various stakeholders. The Foundation’s three main focus areas are: specialized medical care and clinical research, education and capacity building, and social welfare.
About Healthystart Project
The HealthyStart Project is a multi-sectoral initiative designed to address the ongoing challenge of childhood stunting in Rwanda. It directly contributes to the country’s Second National Strategy for Transformation (NST2), which aims to reduce stunting from 33% to 15% by 2029. The project is promoted and funded through KFHRF.It is implemented in collaboration with the Ministry of Health, the Rwanda Biomedical Center, Tampere University, and other partners. HealthyStart integrates healthcare, nutrition, early childhood development, and community engagement to comprehensively tackle the root causes of stunting.
Job Purpose
KFHRF seeks to engage a Resource Mobilization and Health Economics Consultant to support the preparatory phase of the HealthyStart Project (2026–2030). The consultant will provide technical expertise in budget development, donor engagement, and grant application writing, positioning the project for sustainable funding and long-term impact. The consultant will work closely with the Principal Investigator and project leadership throughout the assignment.
Key Responsibilities
- Develop a comprehensive multi-year budget (2026–2030), including staffing projections, operational costs, and contingency planning, aligned with donor requirements
- Prepare an investment document for submission to potential donors incorporating financial projections, cost-effectiveness analysis, and justification of resource allocation.
- Provide technical support in grant application processes: drafting, reviewing, and finalizing required documentation.
- Collaborate with HealthyStart team to ensure all outputs are technically sound, aligned with project objectives, and compliant with donor expectations.
- Conduct quality checks of all deliverables, ensuring clarity, accuracy, and compliance.
- Offer strategic guidance on resource mobilization approaches and financial planning.
- Ensure timely delivery of all outputs and recommend solutions to address risks or delays.
Key Deliverables
- Draft and final budget (2026–2030).for the HealthyStart Project.
- Comprehensive investment document ready for submission to potential donors.
- Complete grant application package, including all supporting documents.
- Summary report with recommendations for resource mobilization strategies and budget alignment.
Qualifications and Experience
EDUCATION – Master’s degree in Health Economics, Health Financing, Public Health, Development Studies, or a related field. A Degree in General Medicine will be considered an added advantage.
WORK EXPERIENCE – Progressive experience in grant writing, budget development, and resource mobilization for large-scale health or development projects. Prior experience with donot funded projects is highly desireable.
SKILLS
Strong analytical, writing, and communication skills.
Demonstrated expertise in planning, monitoring and evaluation.
Proven track record in research and evidence-based program development
Ability to work independently, manage timelines effectively, and deliver high quality outputs.
Knowledge of donor requirements, compliance standard and financial reporting
COMPETENCIES

LANGUAGES - Fluency in spoken and written English is required; knowledge ofFrench a, Kinyarwanda or other interational languages will eb an asset.
CONTRACT TYPE AND DURATION – Short term consultancy, up to six weeks from contract signing.
REPORTING: The consultant will report directly to the Principal Investigator, with weekly or agreed-upon progress updates.
ASSESSMENT - Qualified applicants will be evaluated based on a competency-based interview and/or other assessment methods.
SALARY - The consultancy will be remunerated through a one-time payment, contingent upon successful delivery of all agreed outputs.
