Request for quotation: Supply of transport services 

The Organization 

The Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT) deliver research-based solutions that harness agricultural biodiversity and sustainably transform food systems to improve people’s lives. Alliance solutions address the global crises of malnutrition, climate change, biodiversity loss, and environmental degradation.

REQUIREMENTS 

1.Context 

The Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT) Rwanda would like to hire transport services for its various activities in Rwanda. The services include transport of people to field Kigali to different Districts and verse versa for the period from 1st March 2026 to 29th February 2027. 

This tender is for the period of 1 year renewable based on performance and satisfaction by the customer. 2. Service descriptions 

This tender is composed of 2 lots and the transporter is allowed to bid for any or all lots but will only be awared 1 lot maximum.

3.Eligibility of Participation: 

The Tenderer must meet the following qualifications: 

1. Registered under the republic of Rwanda, a certificate thereof must be presented as issued by RDB. 2. Registered with Rwanda Revenue Authority. 
2. Proof of successful delivery of similar services to reputable organizations (At least 2 completion certificates to be presented).
3. Quotations must be submitted in Rwandan francs, VAT shown separately (if any).

4.Technical capabilities

The transporter must prove that he/she has at least 3 vehicles in good conditions registered in the names of the company/ his name or shows a valid contract(s) with the owner(s). The bidder should attach a picture of each vehicle. 

5.Financial

The successful bidder should be able to perform services as per issued purchase order and invoice CIAT after completion of services. The price will be presented in RWF per trip/day and per lot inclusive of all applicable texes . Taxes ( VAT) should be shown separately if applicable. 

6.Available Lots 

Two lots are available. 

LOT 1: Daihatsu, Fuso, Executive van and coaster 

Lot 1 is for different vehicles to transport field staff in various Districts of Rwanda. 

The transporter must prove that he/she has at least 3 cars in good condition for each sublot registered in the names of the company or shows a valid contract(s) with the owner(s). The bidder should attach a picture of each vehicle.

The bidder should fill the form bellow : 

Lot 2: 7-SEATER, Pick-Up, (TXL-V8)-RV4 car or equivalent (with a driver )

The transporter is required to provide a car with the following conditions: 

1. Provide a RV4 car or equivalent ( automatic),4WD , recent model ( 2015 or newer) b. Any damages caused to the vehicle during the provision of this service will be the responsibility the service provider's and/ or his insurance.
2. The service provider shall act to fix any repair/maintenance to the car within a reasonable time frame. All delays and non satisfactory work must be accounted for and rectified at no cost to the client, except in case of force majeure.
3. The time for ordinary service will be of maximum of one day after issue of purchase order. d. The service provider is requested to provide a car with below requirements: 

• Road-worthy vehicle in good running condition; 
• Vehicles are equipped with necessary safety tool kits e.g fire extinguisher, mechanical Jack and First Aid toolbox among others, set belt restraints in the front and rear of the vehicle, spare tires, one set of jumper’s cables and basic hand tools. 
• Clean and well-maintained vehicles with good tires which shall be inspected on periodic basis by CIAT. 
• Valid technical control 
• Valid insurance 
• Self-drive but company serviced. CIAT will fuel the car and provide the driver but maintenance and mechanicals will be the responsibility of the company.

The transporter should provide prices for each sublot otherwise he/she will be excluded from competition.

Submission of quotations

Bids will be submitted via email, on the indicated below email, with Subject ‘Bid for transport services to CIAT Rwanda office not later than 19th February 2026 at 17h00’PM.

The Bidder must submit the tender documents on the following email address: a.umugwaneza@cgiar.org , y.butare@cgiar.org and r.habimana@cgiar.orgbefore end of prescribed date. Late bids will not be considered. Quotation validity will be not less than 1 month. 

Bid evaluation. 

All bids will be reviewed by the Procurement Committee. The bids will be evaluated in accordance with the price offered, evaluation criteria, and technical and financial capabilities above.
