Quotations must be received by the PROCUREMENT office at the address specified below not later than 13rd May 2026 at 10:00 am local time.

EUCORD is an international NGO with headquarters based in Brussels (formally registered as a cooperative in the Netherlands) with offices in Africa and Kigali in particular. EUCORD’s vision is to nurture more prosperous and entrepreneurial rural communities in developing countries.Its mission is to help people living in poverty in developing countries improve their wellbeing, by increasing farmers’ capacity to sustainably grow quality crops matched to the commercial needs of the agribusiness sector and in doing so, increase food security, develop the private sector and improve the livelihoods of rural communities. To fulfil its mission, EUCORD focuses on supporting farmers increase their crop yields and to develop efficient value chains, while working with the private sector to guarantee a demand for produce and a supply of key inputs.

EUCORD helps farmers to reach their full potential while allowing businesses to rely on locally sourced crops. EUCORD provides end-to-end value chain development services, including: access to finance, capacity building, climate smart agriculture, enterprise, development, market assessment, nutrition and value chain development. 

In Rwanda EUCORD has successfully implemented several projects since 2014. Currently, EUCORD is implementing three projects. Among them, PURE.Ag: Productive Use of Renewable Energy in Agriculture value Chain funded by EnDev (Energy Development) through GIZ. Under the European Union funded Kungahara program, EUCORD is implementing the PROFARM Project: Promoting an integrated farming system around sunflower, maize and vegetables to stimulate resilient agriculture and nutrition security for smallholder farmers in Rwanda also EUCORD is implementing sunflower (Ibihwagari) project, funded by ACHMEA foundation, the goal of the project is to improve the resilience and livelihood of smallholder sunflower farmers in Rwanda by increasing crop productivity and farmers’ access to markets and finances.

EUCORD is looking for quotations from reputable and experienced seeds service providers to quote and supply seeds to our project’s beneficiaries.

Minimum Specifications:

  1. Material: 100% virgin food-grade HDPE (High-Density Polyethylene) or PP (Polypropylene).
  2. Capacity: 20–25 kg load capacity.
  3. Dimensions: Approx. 600 mm (L) × 400 mm (W) × 320mm (H) – stackable and nestable.
  4. Design:
  • Ventilated sides and base for aeration.
  • Smooth inner walls to prevent produce damage.
  • Ergonomic hand grips for easy carrying.
  1. Weight: Minimum 1.5–2.0 kg per crate for durability.
  2. Color: Standard (green or blue).
  3. Durability: Strong, impact-resistant, suitable for repeated use in field and greenhouse conditions.
  4. Cleaning: Easy-to-clean surfaces, resistant to common detergents and disinfectants

Note: Bidders are required to submit bids for both lots. Submissions for only one lot will not be considered.

  • Quotation Requirements

Quotations must include the following information at a minimum:

  • Valid Business Registration Certificate issued by Rwanda Development Board (RDB) 
  • Valid Tax Clearance Certificate issued by Rwanda Revenue Authority (RRA) 
  • Valid RSSB Compliance Certificate
  • At least three (3) references or completion certificates for similar assignments 

Note: Failure to submit any of the above documents may result in disqualification.

  • Evaluation Criteria

Proposals will be evaluated based on a combined technical and financial assessment:

Technical Evaluation (60%)

  • Understanding of the assignment and technical approach – 10%
  • Relevant experience and portfolio – 30%
  • Compliance with eligibility requirements – 15%
  • Delivery timeline – 5%
    (Shorter delivery periods will be given higher consideration)

Financial Evaluation (40%)

  • The lowest-priced technically compliant bid will receive the highest score 
  • Other bids will be scored proportionally

Note: The financial proposal shall carry a weight of 40%. Scores for financial proposals will be calculated proportionally, with the lowest-priced bid receiving the highest score and other bids evaluated relative to it.

  • Notification and Delivery location 

The outcome of the selection shall be notified to the bidders through email and thereafter the successful bidder shall be invited for contract negotiation and signing.

The seeds will be delivered to EUCORD-Rwanda Kigali office. 
 

  • Bids Validity 

The validity of bids shall be 90 days starting from the deadline for submission of bids. EUCORD Rwanda may cancel the tender at any time before the signing of the contract, including the reduction on prices of items that EUCORD will judge to be out of the normal range.
 

  • Tender Submission Guidelines

Interested bidders may obtain further information and clarification by writing a clarification e-mail to the procurement team at inforwanda@eucord.org during working hours before deadline of the bid’s submission.

Well-presented bids prepared in the English language must be submitted in hard copies only to EUCORD Rwanda office not later than May 13, 2026, at 10:00am local time. Bids submitted after the fore-mentioned date and time will be rejected.

Offers must be valid for 90 calendar days counted from the deadline of bid submission.
