The Luxembourg agency for Development Cooperation (LuxDev) launches a Request for Expression of Interest (REOI), to identify a qualified and experienced software development firm for the design and development of a TVET Data Management Platform (TDMP) for the Rwanda TVET Board (RTB). The platform will support RTB in enhancing its data management capabilities, facilitating data-driven decision-making through the provision of timely and reliable data. The TDMP will empower RTB to efficiently monitor the performance of TVET schools through an interactive Data Analytics Dashboard and customized reporting capabilities tailored to user roles.
Additionally, as part of the platform's services, at least three existing internal education systems within RTB will be upgraded to ensure interoperability. This will facilitate seamless data exchange both among these systems and with external platforms such as those managed by MINEDUC, while also integrating single sign-on (SSO) functionality. Lastly, RTB's data management practices will be strengthened through the introduction of a new data governance framework specifically designed to address the unique needs of the TVET education sector.
The development of TDMP shall include below key Requirements:
- User-Centered Design
- Universal Search Capability
- Role-Based Access Control (RBAC)
- Data Security and Audit Logging
- Customizable Reporting Tools
- Enterprise-Grade Authentication with Single Sign-On (SSO) using Microsoft 365
- Centralized API Management and integration
- Accessibility and Inclusiveness for visual impaired users
- Data Protection Compliance with national and international standards
Expected company profile:
The assignment requires an experienced Sofware development firm with expertise in:
- Software development and system integration.
- Educational data management system development and data analytics.
- API and systems interoperability software development mechanism.
- UI/UX design for educational platforms.
- Implementation of role-based access control and security best practices.
- Implementation of an enterprise-grade authenticationand single-sign-On (SSO)using MS 365
- Experience in Java, Python, Node.js, react.js and restful, graphQL API development as well as proven experience in working with PostgreSQL/MySQL and MS SQL server database management.
