REQUEST FOR EXPRESSION OF INTEREST (REOI)

1. Background

Rwanda Medical Supply Ltd (RMS) is Rwanda’s central institution mandated to procure, store, and distribute medical commodities. In line with its strategic objective of improving access to high-quality health products and technologies, RMS seeks to expand its network of qualified manufacturers and authorized suppliers of medical consumables.

RMS therefore invites eligible and qualified manufacturers and authorized suppliers to submit expressions of interest for the supply and delivery of rapid tests.

2. Scope of Supply

Interested manufacturers may express interest in one or more of the rapid-test line items listed in Annex 1.

• Rapid tests for qualitative detection of specified antigens, antibodies, or clinical analytes.
• Urine dipsticks for ten-parameter urinalysis.

3. Objectives

This Expression of Interest aims to:

• Identify qualified manufacturers with the technical and operational capacity to supply the required products.
• Assess product availability, regulatory status, quality assurance, production capacity, lead times, and after-sales support.
• Develop a shortlist of eligible applicants for a subsequent competitive procurement process or other procurement method permitted under applicable procedures.

4. Eligibility Criteria

Interested manufacturers must provide:

• A signed letter of expression of interest stating the line item(s) offered.
• Upon notification and before contract signing, the three lowest evaluated bidders will be required to submit product samples to Rwanda Medical Supply Ltd (RMS), KN 8 Avenue, Kacyiru, Gasabo District, Kigali City, P.O. Box 640, Kigali, Rwanda.
• A certificate of incorporation or business registration, together with evidence of authorization to manufacture, supply, or export the offered products. 
• Product catalogues, instructions for use, and detailed technical data sheets demonstrating compliance with the specifications.
• Valid quality-management and product conformity documentation, as applicable, including ISO 13485 and evidence of approval or registration by the relevant regulatory authority.
• Information on shelf life, storage conditions, packaging configuration, delivery lead time, and available technical support.

5. Submission Instructions

Expressions of interest must be submitted electronically to tenders@rms.rw.

The submission deadline is 4 November 2026.

Requests for clarification may be submitted by email to rms.procurement@rms.rw, with copies to vhigiro@rms.rw and jbkageruka@rms.rw. Clarification requests must be received no later than halfway through the period allowed for submission of expressions of interest.

Only shortlisted applicants will be contacted for the next steps.
