Assignment Title: REQUEST FOR EXPRESSION OF INTEREST FOR RECRUITMENT OF POOL OF EXPERTS

  1. Background:

The Development Bank of Rwanda (BRD) is a public limited company that majorly provides financial solutions that facilitate the emergence of a strong private sector and contributes to socioeconomic development in priority sectors including Agriculture; Exports and Manufacturing; Energy; Affordable Housing and Infrastructure and Education. In its strategic plan (2024-2028), the Bank has embarked and refocused its mandate as a typical development finance institution (DFI), thus its strategic direction is appropriately aligned with Rwanda economic development agenda and the Sustainable Development Goals (SDGs).

BRD offers a variety of facilities including investment loans, credit guarantees to cover the risks of prospective projects aligned with sustainable development; advisory services and capacity building to its clients faced with challenges of limited skills in terms of compiling their business ideas into bankable business plans and management skills during and after project implementation.

Its mandate is to ensure that the private sector plays its role of investing in sectors critical to achieving the National development program and the Sustainable Development Goals (SDGs) by supplying affordable, long-term, and customized development finance. For more than five decades, BRD has been the sole provider of long-term finance and has significantly facilitated the emergence of different productive enterprises in Rwanda’s private sector.

  1. Objective of the assignment:

The objective of hiring the pool of experts in agriculture unit is to primarily strengthen and position BRD as a leader in agribusiness financing and provide the capacity and knowledge to the Bank’s staff and stakeholders in proper product design, structuring, modelling and analysis of agricultural projects.

Additionally, the expert/firm is expected to advise the Bank on the better strategies of growing and strengthening the agriculture portfolio sustainably through provision of technical expertise and advisory services. The expert/firm will among others support the Bank in providing technical, digital, and analytical expertise to the Bank through project identification, feasibility studies, appraisal of projects requiring technical expertise (Complex projects) and projects monitoring during implementation and post implementation.

The Development Bank of Rwanda (BRD) now invites eligible/interested consulting firms/individual (“Consultants”) to express interest provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Interested Consultants firms/Individual are invited to download the full Terms of Reference and template to be downloaded from BRD website www.brd.rw under Publications from 15/10/2024. The expression of interest must be delivered in written form addressed to the Chief Executive Officer of Development Bank of Rwanda on the following address: procurement@brd.rw and copying to the brd@brd.rw not later than  22/10/2024 at 6:00pm Kigali time (GMT +2).

  1. Administrative requirements:
  • Cover Letter addressed to the Chief Executive Officer of BRD
  • Certificate of domestic company registration from RDB.
  • Valid RRA tax clearance certificates
  • Valid RSSB clearance certificate
  • Fill, sign and Provide application form for establishing business relationship with political exposed person (PEP form with all information requested)
  • Filled and Signed the Conflict-of-Interest Form
  • Filled evaluation form.
  • The Expression of Interest should include the administrative document, well detailed CVs of key staff responding to the key staff qualification and experience requirement as well as financial proposal expressed in daily and monthly rates for each key staff proposed,
  1. Shortlisting criteria:

The shortlisted firm shall comply with the following minimum criteria:

  • Comply with administrative requirement.
  • Having a lead consultant with at least master’s degree in Agricultural Economics, Agribusiness, Economics, or related fields (applicable for the firm or individual consultant)
  • Having at least five years of experience in conducting agricultural related financing assignments.
  • At least five years in conducting agricultural research related assignments.
  • Knowledge in feasibility study preparation and financial modelling proven in the CV
  • Experience in skills and Knowledge transfer (training or coaching and mentorship).
  • Having fully registered company with RDB (applicable for firm only)
  • The firm/Individual consultant that meets the requirement shall be invited for contract negotiation.
  1. Framework Contract duration:

The shortlisted bidders shall sign a framework agreement for three years renewable
