(RCCDN did not get the required bidders and therefore, re-advertised the call for tender) 

1. Background

The Rwanda Climate Change and Development Network (RCCDN), through the Climate Just Communities (CJC) Program, is committed to supporting communities in addressing climate-related challenges, particularly those affecting agricultural productivity and food security. In Ngororero District, farmers in Kageyo, Kavumu, and Muhanda sectors face recurrent drought and water scarcity, which limit their productivity and resilience.

To address these challenges, RCCDN intends to procure and distribute 10 mobile solar-powered irrigation equipment with batteries to farmer groups in the targeted sectors. This initiative will strengthen climate resilience, improve water access, and enhance agricultural productivity.

2. Objectives

The procurement and distribution of mobile solar-powered irrigation equipment seek to:

  • Demonstrate the effectiveness of mobile solar-powered irrigation systems in enhancing agricultural productivity.
  • Demonstrate the role of movable solar-powered irrigation equipment in addressing water scarcity.
  • Support farmers in Kageyo, Kavumu, and Muhanda sectors to enhance their resilience to drought conditions.
  • Contribute to the overall improvement of agricultural practices in Ngororero District.
  • Provide practical training to farmers on the usage, maintenance, and benefits of solar-powered irrigation.

3. Scope of work

The selected firm/company is expected to:

  • Supply 10 high-quality movable solar-powered irrigation pumps complete with Battery: 12V and 200A with charge controller, 10m of suction flexible hose pipe (TDH=40m and Q=45L/Min), Solar Panels: 400Wp, Trolley of 2 Wheels with the battery room, Hose pipe of 32mm thick: 100m, 3 Flare Nuts spanners for each kit (Size: 8, 10, 15).
  • Deliver the equipment to the designated farmer groups in Kageyo, Kavumu, and Muhanda sectors of Ngororero District.
  • Provide installation services of the equipment on site.
  • Conduct technical training sessions for farmers and local technicians on usage, maintenance, and benefits of the equipment.
  • Ensure that the supplied equipment is adaptable to local conditions and meets the specific needs of farmers.

4. Deliverables

The selected firm/company shall provide:

  • 10 high-quality movable solar-powered irrigation pumps with all specified accessories.
  • User manuals/catalogues for equipment operation, maintenance, and troubleshooting.
  • Training sessions for farmers and local technicians.
  • One-year warranty for all supplied equipment.

6. Timeline

The supply, delivery, installation, and training must be completed within seven (7) calendar days from the date of contract signature.

7. Required documents for submission

Interested and qualified companies are requested to submit the following documents:

  1. Application letter addressed to the RCCDN Coordinator.
  2. Copy of the company registration certificate issued by RDB.
  3. A valid tax clearance certificate issued by RRA.
  4. Proof of use of Electronic Billing Machine (EBM) (previous invoice or EBM usage certificate).
  5. A valid RSSB clearance certificate.
  6. At least two certificates of good completion for similar assignments, accompanied by their contracts or purchase orders. (Certificates without contracts or purchase orders will not be accepted.)
  7. A signed commitment letter proving ability to complete the assignment within 7 calendar days from the contract signature date.
  8. A financial proposal indicating unit price, total price (inclusive of all taxes and transport and training of users), and payment terms.

8. Submission details

All applications and required documents must be submitted in a sealed envelope clearly marked: “Supply of mobile solar-powered irrigation equipment with battery” and delivered to the RCCDN office RCCDN Head Office, located at Muyange, Kagarama, Kicukiro no later than October 15th, 2025 at 11:00 AM local time.

Note: “Bids submitted under the first call for tender will still be considered for evaluation. However, bidders are free to submit again, in which case the second submission will be taken as the final one for evaluation.”
