As part of its asset management Enabel in Rwanda is offering the vehicles listed below for sale through a sealed-bid auction.

2. viewing

Interested bidders may inspect the vehicles during either of the following periods:

Option 1	Tue. 08 September 2026 from 10AM to 04PM
Option 2	Wed. 09 September 2026 from 10AM to 04PM

Interested bidders must register in advance by contacting rwa.contracts@enabel.be

Only registered persons will be allowed to access the viewing.

Bidders are strongly advised to inspect the vehicles before submitting a bid. By submitting a bid, the bidder confirms having had the opportunity to inspect the vehicle and accepts its condition.

No private negotiation or preferential information will be provided during the viewing.

3. Eligibility and bidding rules

The auction is conducted by sealed bids only. No oral bidding is permitted.

Each bidder may submit only one bid per lot but may bid for several lots.

Each bid is considered independently and must clearly indicate the price offered for each lot concerned.

If a bidder wins several lots, the bidder must pay for all awarded lots.

If the bidder fails to pay for one or more awarded lots, Enabel may:

• cancel the unpaid award(s);
• retain the related deposit(s);
• award the unpaid lot(s) to the next ranked compliant bidder;
• reject the bidder from the remainder of the auction process.

The following persons may not participate, directly or indirectly:

• Enabel staff involved in the auction process;
• Enabel staff with access to non-public auction information;
• any service provider involved in the organisation, support or valuation of the auction process, including their staff and representatives; and
• any person acting on behalf of an excluded person.

Each bidder must declare whether they are bidding on their own behalf or on behalf of another person or entity.

4. Deposit

A deposit of 5% of the reserve price is required for each lot bid.

The deposit must be paid by bank transfer only, before bid submission.

NB: Cash, cheque and mobile money payments will not be accepted.

A bidder submitting bids for several lots may either:

• make one bank transfer per lot; or
• make one combined bank transfer clearly indicating all lot numbers concerned.

In all cases, the deposit must correspond to 5% of the reserve price for each lot concerned.

Proof of payment must be included in the bid. A bid submitted without the required deposit or valid proof of payment will be rejected.

The deposit of the successful bidder will be deducted from the final sale price.

Deposits of unsuccessful bidders will be refunded to the bank account indicated in the bid form within 15 working days after completion of the award process.

If the successful bidder fails to pay the balance within the required deadline, the related deposit may be forfeited.

5. Bid submission and content

Bids must be submitted in a sealed envelope either:

a) By standard or registered mail

Bids may be delivered at the same address on working days from 9:00 AM to 12:00 PM and from 1:00 PM to 5:00 PM.

Submission deadline: 11 September 2026 at 5:00 PM

Late bids will be rejected unopened.

Each bid must contain:

1. completed and signed bid form;
2. copy of national ID/passport for individuals, or company registration certificate for legal entities;
3. proof of deposit payment for each lot bid;
4. signed acceptance of the auction rules;
5. signed conflict-of-interest declaration; and
6. bank details for refund of the deposit.

Bids that do not comply with the mandatory requirements may be rejected.

6. Bid opening and award

Bids will be opened and assessed by a committee composed of Enabel representatives.

Each lot will be awarded to the highest compliant bidder whose bid is equal to or above the reserve price.

Late bids will be rejected unopened.

If the successful bidder does not pay the balance on time, Enabel may cancel the award, retain the deposit and offer the vehicle to the next ranked compliant bidder.

The second and third highest compliant bidders may be retained as fallback bidders.

No revised offer is permitted after the submission deadline, except in the event of a tie.

In case of equal highest compliant bids, the tied bidders may be invited to submit one final sealed best offer within a specified deadline.

If the tie remains after submission of the final offers, the successful bidder may be selected through a transparent draw conducted by the evaluation committee.

7. Payment, collection and transfer

The successful bidder must pay the outstanding balance within 5 working days after award notification. Payment must be made by bank transfer only.

Failure to pay within the required deadline may result in:

• cancellation of the relevant award;
• forfeiture of the related deposit; and
• award of the lot to the next ranked compliant bidder.

Where a bidder is awarded several lots, the bidder remains responsible for payment of all awarded lots.

No vehicle will be released before full payment has been confirmed.

The successful bidder must collect the vehicle within 5 working days after confirmation of full payment and sign a handover form before collection.

From signature of the handover form:

• the vehicle is under the buyer's custody and responsibility;
• all risks relating to the vehicle transfer to the buyer; and
• all costs relating to transport, transfer of ownership, registration, insurance, taxes, duties, penalties and any other applicable formalities are borne exclusively by the buyer.

Enabel will not be responsible for costs, delays, penalties, accidents, damages or claims arising after handover.

8. Conditions of sale and Enabel rights

Vehicles are sold “as is, where is” Enabel provides no warranty regarding their condition, defects, mileage, performance, roadworthiness or future use.

Enabel reserves the right to withdraw any vehicle, reject non-compliant bids, decide not to award one or more lots, cancel the auction or repeat the auction, without compensation to bidders.
