The Project Coordinator (PC) reports directly to the Trócaire Rwanda Programmes Manager, with a dotted-line reporting relationship to the Localisation and Partnership Manager. The PC will have overall responsibility for the day-to-day management of the Twiyubakire Programme funded by FCDO. This includes oversight of the programme workplan, budget, and activities implemented by CSO partners, as well as comprehensive supervision of all project deliverables, indicators, and stakeholder relationships, including with FCDO and CSO partners.
The PC will ensure an integrated vision across programme components and actors, maintaining strong focus on achieving results defined in the contract. The role requires extensive travel to operational districts for partner visits, project monitoring, stakeholder meetings, coordination forums, and representation duties.
The PC is also responsible for timely and high-quality preparation and submission of programme reports, financial reports, invoices, workplans, results frameworks, risk registers, and other documentation in compliance with donor requirements and internal regulations.

Key Duties & Responsibilities
Programme Leadership & Management
- Lead delivery of the Civil Society component of the Year 2 FCDO-funded Twiyubakire Programme (final year), ensuring full compliance with donor and internal regulations.
- Ensure activities are designed, implemented, monitored, and evaluated in line with Trócaire’s Programme Management and Accountability Framework.
- Conduct monthly Budget vs. Actual meetings to ensure alignment of activities with approved budgets and timelines.
- Represent Trócaire, together with the Programmes Manager, in FCDO meetings related to grant management, compliance, operations, and strategy.
- Oversee high-quality capacity strengthening support for CSO partners.
- Conduct regular field and partner office visits to monitor implementation, support work planning, and budgeting processes.
- Oversee preparation and implementation of grant documentation including budget entries, approvals, grant agreements, MOUs, amendments, reports, and stakeholder communications.
- Mainstream gender, protection, and disability inclusion across all programme stages.
- Facilitate learning opportunities and sharing of lessons internally and externally.
- Ensure effective project risk management through documentation, analysis, mitigation, and monitoring.
- Serve as the main point of contact with FCDO for contract management and information requests.
- Collaborate with MEL staff to develop and implement strong monitoring and evaluation frameworks.
- Ensure timely and compliant delivery of contract services.
Finance, Logistics & Systems Management
- Coordinate with technical advisors and support staff to ensure effective programme implementation.
- Maintain oversight of programme finances and budgets in compliance with donor and organisational standards.
- Ensure proper use of Trócaire’s management information systems, including Salesforce, Box, and Trócaire People.
- Work closely with finance and project teams to develop, manage, and track project budgets.
Stakeholder Engagement, Policy, Advocacy & Communications
- Represent Trócaire and present programme achievements and lessons learned to donors and stakeholders.
- Lead development of high-quality donor and internal reports.
- Ensure timely convening of project governance structures and stakeholder engagements.
Other Duties
- Perform additional responsibilities as reasonably requested by the Programmes Manager to ensure successful implementation of the FCDO-funded programme.

Essential Requirements
Qualifications
- University degree in a relevant field (minimum Bachelor’s degree; Master’s preferred).
Experience
- At least 3 years’ experience in similar project coordination roles.
- Experience managing development projects, preferably in governance and accountability, gender, climate action, or civic space.
- Experience working in Rwanda or East Africa with strong contextual understanding.
- Proven expertise in budget and financial management.
- Experience working within a partnership model.
Skills
- Strong organisational, planning, prioritisation, and problem-solving skills.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Office (Word and Excel).
- Fluency in English (written and spoken).
Qualities
- Understanding of and empathy with the role of the Catholic Church in development.
