LuxDev, the Luxembourg Development Cooperation Agency launches a Call for Expression of Interest (CEOI) for the acquisition of services for Framework contract for an international technical advisor for establishment of Rwanda fintech centre on behalf of project RWA/024 receiving financial support from the government of the Grand-Duchy of Luxembourg.

Economic operators (individual consultants, Sole proprietorship or firms proposing a single individual expert) that are invited to express their interest to offer the services mentioned above are specialised in providing strategic FinTech ecosystem and FinTech hub advise, including the setup, operationalisation and management of FinTech hubs, strategic partnership building especially with financial institutions, ecosystem research, and capacity‑building initiatives supported by extensive international experience and strong sector networks. 

Economic operators will have to demonstrate relevant technical capacity and experience.

The start of the contract is foreseen for June 2026 and for a duration of 30 months. Economic operators must be available periodically throughout the entire period foreseen and willing to intervene in Rwanda twice a year. The contract will cover approximately 200 workdays over this period. The maximum budget available for this contract is estimated at EUR 200,000, exclusive of VAT and customs duties, but inclusive of applicable Rwandan Withholding Tax. 

The contract will be a single-supplier framework contract, with purchase orders for each assignment. Under no circumstances is the contracting authority obliged to use the entire amount of the contract, and the contractor may not claim sums not covered by mobilisation requests confirmed by signed purchase orders.

The shortlist of candidates invited to submit a full offer will be established of a minimum three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
