Mineral Traceability Manager Job Requirements

I. Basic Job Information

Job Title: Mineral Traceability Manager

Employment Type: Full-time Fixed-term Contract

Monthly Remuneration: 1,000,000 RWF (Gross Monthly Total Package)

Work Location: Kigali, Rwanda (On-site)

Working Hours: 40–45 hours per week

II. Job Responsibilities

(1) Business Development & Client Negotiation

  • Leverage established client resources to develop mineral trading businesses independently, close trade deals and deliver tangible business growth for the company.
  • Possess comprehensive expertise in all mineral trading operations, conduct independent commercial negotiations to secure optimal transaction terms and pricing.
  • Customize contracts based on diverse client demands, flexibly negotiate contractual clauses to safeguard corporate interests while ensuring transaction viability.
  • Sustain long-term client relationship management, deepen and expand cooperation scope to foster stable, enduring trade partnerships.

(2) Document Handling & Trade Compliance

  • Be proficient in two mineral transaction models in Rwanda: ① Domestic mineral trading within Rwanda; ② Cross-border mineral export trade. Master ICGLR export certificate application procedures and all supporting declaration documents required for certification.
  • Be familiar with trade regulations governing mainstream local mineral commodities, including tantalum, niobium, tin, tungsten (3T minerals prioritized), beryllium, lithium, etc.
  • Strictly comply with the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas, ITSCI standards and Rwanda’s mining legislation to ensure full-chain trade compliance.
  • Compile, verify and submit all documents for mineral origin declarations, liaise with Rwanda Mining Board to monitor approval progress and complete data revisions as required.
  • Audit full sets of traceability documents, establish standardized dual electronic and physical filing systems to guarantee full traceability of all links.
  • Complete conflict mineral reporting in accordance with regulatory standards, maintain comprehensive traceability data ledgers on an ongoing basis, and issue regular compliance analysis reports.

(3) Internal & External Coordination & Management

  • Understand operation, maintenance and commissioning key points of mineral separation equipment (e.g., magnetic separators) and other mineral-related machinery; diagnose and resolve common equipment malfunctions to sustain mineral separation efficiency and uninterrupted production.
  • Oversee the full workflow of mineral sample testing: submit samples to third-party laboratories, track assay progress, verify official assay reports and complete ore quality validation.
  • Coordinate with Rwanda Ministry of Finance to obtain settlement figures, unit prices, deduction breakdowns and other commercial data; update the primary traceability ledger and archive all settlement records permanently.
  • Conduct compliance vetting reviews and risk tiered management for suppliers, identify compliance hazards, formulate rectification plans and track full implementation until closure.
  • Handle written objections submitted by suppliers regarding assay results, coordinate third-party laboratories to initiate arbitration sample re-testing, communicate final arbitration outcomes and support corresponding pricing adjustments.

III. Job Qualifications

(1) Mandatory Core Requirements

  • Possess mature networks of clients including mining enterprises and mineral trading firms, capable of launching and closing mineral trade projects immediately.
  • Minimum 3–5 years of professional working experience in mineral traceability.
  • Minimum 3–5 years of employment experience at mineral trading companies.

(2) Professional Competency Requirements

  • Familiar with Rwanda’s two mineral transaction models (domestic trading and cross-border exports); proficient in ICGLR export certificate application processes and complete supporting declaration documentation.
  • Well-versed in trade rules for local core mineral commodities: tantalum, niobium, tin, tungsten (3T minerals prioritized), beryllium, lithium and others.
  • Comprehensive command of full-spectrum mineral trading operations; strong commercial negotiation and client communication skills to tailor contracts and negotiate flexible terms for different trade partners.
  • Familiar with the OECD due diligence framework and ITSCI traceability system; knowledgeable about mining regulatory policies and mineral export procedures applicable to Rwanda and the wider East African region.

(3) Internal & External Operational Competencies

  • Master operation, maintenance and commissioning protocols of mineral separation equipment such as magnetic separators; able to troubleshoot common equipment faults.
  • Proficient in Microsoft Office (Excel, Word); capable of independently building traceability ledgers, drafting compliance reports and formal commercial correspondence.
  • Fluent written and verbal English communication skills for independent liaison with local regulatory authorities, suppliers and overseas clients.
  • Meticulous, rigorous work style; robust risk identification, logical reasoning and problem-solving capabilities.
