VisionFund Rwanda (VFR) is one of the largest deposit-taking Microfinance Institutions (MFIs) in Rwanda with a mission to provide financial and non-financial services to underprivileged rural communities. VFR is a subsidiary of VisionFund International and began in 1997 as a World Vision microfinance program, and in 2004 became a Central Bank regulated MFI in Rwanda.

We provide microfinance products to empower the clients we serve, primarily vulnerable women with children and youth in rural areas. Our products provide financial services to strengthen Village Savings and Loans Associations (VSLAs) and groups. Our average loan size is US $235. Strategically, we are one of the biggest partners with World Vision Rwanda and Care International in Rwanda.

Our savings products include educational savings accounts for children and we are developing financial products targeting youth. VisionFund Rwanda’s eight branches serve the entire country. Ninety percent of our field officers' work is spent in rural areas meeting potential clients and groups. The introduction of digital solutions allows our loan officers to provide better access to financial services for our most remote clients.

Legal Officer

Reporting to: Risk and Compliance Manager

Work location: Head Office

The legal officer will help to ensure that VFR complies with all legal and regulatory requirements. S/he will provide legal advice, draft and review contracts, manage litigation risks, and ensure compliance with financial Laws and regulations.

Major responsibilities

Legal Advisory & Compliance

  • Provide legal guidance to all departments of the Company.
  • Ensure compliance with local laws and regulations and international Laws,
  • Monitor changes in financial regulations and assess their impact on the institution.
  • Contract Management & Documentation
  • Identify, review and negotiate contracts, agreements for VFR stakeholders and policies.
  • Ensure Legal documentation is accurate and protects the institution’s interest.
  • Maintain an organized record of all legal agreements.

Risk Management & Litigation.

  • Identify and mitigate legal risks associated with financial transaction.
  • And represent the institution in legal proceedings liaise with external counsel when necessary.
  • Work with Operations department and External company lawyer on legal cases
  • Together with P&C review and prepare staff legal cases
  • Handle disputes, regulatory investigations, and litigation matters efficiently.

Corporate Governance.

  • Assist the governance champion to ensure compliance with corporate Governance policies and best practices.
  • Support the board of directors and senior Management on legal matters.
  • Ensure proper documentations of board resolutions and shareholder agreements.
  • Develop internal policies to ensure adherence to laws and regulations

Regulatory Liaison.

Act as a liaison between the institution and regulatory bodies such as central banks and financial authorities

Training & Awareness

Conduct training sessions for employees on financial regulations, Compliance, and legal risk Management.

Qualification and Experience

Bachelor Degree in laws with 3 years’ experience in related field in a financials institutions
