In Rwanda, the bank now has 15 branches, including 9 branches in Kigali and 6 branches upcountry. (Muhanga, Huye, Musanze, Rubavu, Rusizi and Kayonza) and 1 outlet in Kigali at Milles Collines Hotel.
Bank of Africa Rwanda seek to recruit well qualified and experienced candidates to fill the following position within Head Office:
Position Title: Financial Risk Manager
I. Job Purpose
Reporting to the Executive Head of Risk, the Financial Risk Manager is responsible for identifying, measuring, monitoring, and controlling liquidity and financial risks, while ensuring that the bank’s risk management policies, frameworks, and methodologies are properly developed, implemented, and maintained in line with regulatory requirements and the Bank’s Risk Appetite.
II. Key Responsibilities:
1. Risk Appetite & Limit Framework
- Lead and coordinate the development of the Bank’s Risk Appetite limits for Board approval.
- Monitor adherence to approved limits and recommend corrective actions where necessary.
2. Risk Management Frameworks
- Develop and lead the drafting of the following risk management documents: ICAAP, ILAAP, Recovery Plan, and Risk Management Framework.
- Ensure timely approval of these documents and their submission to the Central Bank within regulatory timelines.
- Lead the identification of material risks and ensure their adequate reflection in capital and liquidity planning.
- Coordinate inputs from Finance, Treasury, Business, and other key departments.
3. Stress Testing & Scenario Analysis
- Design and perform liquidity and financial stress tests and scenario analyses.
- Support ICAAP, ILAAP, and Recovery Plan processes with forward-looking risk assessments.
- Assess the impact of adverse scenarios on capital, liquidity, and profitability, including reverse stress testing where applicable.
4. New Products & Business Support
- Conduct risk assessments for new products and services and provide risk opinion for the Product Approval Committee.
- Advise business units on risk mitigation and structural enhancements.
5. Financial Risk Monitoring
- Identify, measure, and monitor financial risk exposures that may impact capital adequacy, liquidity, and the balance sheet structure.
- Assess the impact of financial conditions on earnings and capital.
- Establish, monitor, and report financial risk limits and escalate breaches where necessary.
6. Risk Policies & Framework Development
- Draft and develop new risk policies and management documents for the Bank.
- Ensure effective implementation and communication of approved policies across the Bank.
- Periodically review policies to reflect regulatory and strategic changes.
7. Liquidity Risk Management
- Monitor the bank’s liquidity position and funding profile.
- Calculate and report liquidity metrics (LCR, NSFR, liquidity gaps).
- Conduct liquidity stress testing and maintain the Contingency Funding Plan (CFP).
8. Risk Culture & Continuous Improvement
- Promote a strong risk culture and awareness across the Bank.
- Provide training and guidance on financial risk policies and practices.
- Continuously enhance risk tools, models, and reporting capabilities.
9. Reporting & Governance
- Prepare high-quality risk reports for the Risk Management Committees.
- Present risk assessments, policy proposals, and key risk issues to governance committees.
- Provide independent risk challenge in strategic and product-related decisions.
10. Any Other Duties
- Perform any other duties as may be assigned by the line manager.
III. Qualifications
- Bachelor’s degree in Finance, Economics, Accounting, Business Administration, or a related field.
- A Master’s degree in Finance, Risk Management, or Business Administration is an added advantage.
- Professional certifications such as Financial Risk Manager (FRM), Certified Public Accountant (CPA), CFA, or equivalent will be considered an added advantage.
- Strong understanding of banking regulations, financial risk management frameworks, and regulatory reporting requirements.
IV. Desired Experience
- Minimum of 5 years of relevant experience in banking risk management, treasury risk, ALM, audit, or a related financial risk function.
- Proven experience in liquidity risk management, financial risk monitoring, stress testing, and risk reporting.
- Experience in developing or contributing to ICAAP, ILAAP, or other regulatory risk frameworks is desirable.
- Demonstrated ability to analyze complex financial data and translate it into clear risk insights for management decision-making.
