FADA (Feminist Action Development Ambition) is feminist-led, Organization formed in 2015 with an aim to contribute towards the promotion and protection of women’s rights especially the most vulnerable and disadvantaged groups. FADA seeks to complement existing efforts by the Government of Rwanda and Civil Society Organizations in upholding fundamental rights of women especially the most vulnerable and disadvantaged categories of women in order for them to maximize their contribution towards an inclusive development where none is left behind.

Feminist Action Development Ambition (FADA) is a feminist, community-led organization based in Rwanda, dedicated to advancing the rights, health, and wellbeing of marginalized women. Our vision is of a just, inclusive, and equitable society where all individuals live free from discrimination and violence and are empowered to lead safe, healthy, and dignified lives.

Registered with the Rwanda Governance Board, FADA has been at the forefront of rights-based advocacy, community health, and feminist organizing in Rwanda. Through partnerships with local and international allies, FADA delivers programs that focus on sexual and reproductive health and rights (SRHR), gender-based violence prevention, economic empowerment, and movement building.

FINANCE MANAGER

Job Summary

Feminist Action Development Ambition (FADA) is seeking an experienced and committed Finance Manager to lead the organization’s financial management and ensure full compliance with statutory, donor, and internal policies.

Under the supervision of the Executive Director, the Finance Manager will provide both strategic leadership and hands-on financial oversight, ensuring that FADA’s resources are effectively managed to achieve organizational goals. The role requires a professional with high integrity, strong analytical ability, and a collaborative spirit, someone who embodies FADA’s feminist values of transparency, accountability, and collective care.

As a member of the Executive Management Team, the Finance Manager will contribute to strategic planning, institutional strengthening, and overall sustainability of FADA, ensuring financial stewardship and resilience that supports the empowerment of our key constituencies.

Key Areas of Accountability

1. Financial Planning, Budgeting, and Reporting

  • Lead the organization’s annual financial planning, budgeting, and forecasting processes in collaboration with program teams.
  • Consolidate and review program budgets while providing technical support to budget holders.
  • Monitor expenditure and budget implementation; provide variance analysis and recommendations for adjustments.
  • Prepare timely and accurate monthly, quarterly, and annual financial reports for management, donors, and the Board.
  • Align financial planning with FADA’s strategic priorities and donor requirements.

2. Financial Systems, Policies, and Procedures

  • Ensure effective financial systems and internal controls are in place for accurate monitoring and compliance.
  • Lead periodic reviews and updates of the Financial Management Policy and related manuals in line with best practices and regulatory frameworks.
  • Strengthen internal controls, documentation, and financial processes to minimize risk and enhance accountability.

3. Compliance and Risk Management

  • Ensure adherence to all statutory obligations, including tax, social security, and NGO regulations.
  • Maintain accurate accounts payable/receivable, reconciliations, and cash flow management.
  • Lead preparation and follow-up of external and internal audits; ensure timely implementation of recommendations.
  • Promote value-for-money principles and cost-effectiveness across all financial operations.
  • Maintain secure, organized archiving systems that support audit readiness and data integrity.

 

4. Grant and Donor Financial Management

  • Provide financial inputs during proposal development and budget preparation.
  • Monitor donor budgets, track expenditures, and prepare compliant financial reports.
  • Ensure adherence to donor financial policies, reporting schedules, and audit requirements.
  • Build capacity of project and program teams on financial literacy, compliance, and grant management.

5. People Management and Capacity Building

  • Provide mentoring, supervision, and technical guidance to finance staff.
  • Build the financial management skills of non-finance colleagues through training, coaching, and collaboration.

6. Representation and Partnerships

  • Represent FADA in engagements with external stakeholders including regulatory bodies, banks, donors, and partner organizations.
  • Contribute to the overall leadership and strategic direction of FADA as a member of the Executive Management Team.

7. Other Responsibilities

  • Support the Executive Director and leadership team with other duties that advance FADA’s mission and strategic objectives, including participation in cross-departmental initiatives.

Professional Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, or a related field (CPA/ACCA certification required).
  • Minimum of 5 years of progressive financial management experience, preferably within the NGO or development sector, with at least 3 years at a senior management level.
  • Strong knowledge of Rwandan tax, financial, and compliance frameworks.
  • Proven experience in donor financial management, budget monitoring, and grant compliance.
  • Demonstrated capacity to lead audits and strengthen institutional financial systems.
  • Experience in team leadership, mentoring, and building capacity in financial management.
