Request for Expression of Interest (REOI): A-RWA027-2026-8243 Short-Term Capacity building on Digital Productivity tools and server Administration-Linux Ubuntu for Web/Application Hosting.

The Luxembourg Agency for Development Cooperation (LuxDev), through the Digital Skills for Quality TVET Project in Rwanda, invites qualified ICT Training Service Providers to submit Expressions of Interest for the delivery of short-term digital skills capacity-building trainings.

The assignment will be implemented over a period of nine weeks starting from March 2026, with a total budget of EUR 10,000, and will cover the following two main training categories:

1. Digital Productivity Tools (Microsoft 365)

Target group: 21 TVET School (TSS) leaders (Head Teachers and Directors of Studies). The training will focus on practical use of Microsoft 365 tools for effective school management where a five-day physical training session will be conducted at a venue that will be provided by the Project in Muhanga.

Key training areas include:

  • Digital communication and collaboration using Microsoft Teams, Planner, and Outlook.
  • Document management and information sharing using OneDrive and SharePoint.
  • Data analysis, reporting, and school planning using Microsoft Excel.
  • Online data collection and surveys using Microsoft Forms.
  • Practical school-based workflows (shared calendars, collaboration spaces, and simple

digital databases).

  • Use of Microsoft Copilot and AI tools in education.
  • Other Microsoft 365 applications (OneNote, PowerPoint, To Do, etc.).
  • Pre- and post-training assessments to measure knowledge and skills acquisition.

2. Linux and Windows Server Administration- Linux Ubuntu for Web/Application Hosting:

Target group: Six staff from the RTB ICT Division. The training will emphasize hands-on server administration and hosting management skills for a duration of six days for physical training sessions in Musanze and five days online trainings session.

Key training areas include:

  • Server concepts, architecture, and operating systems (Windows and focus on Linux ubuntu).
  • Server installation, configuration, navigation, maintenance, and user permission /storage management.
  •  Troubleshooting common server-related issues.
  •  Web and application hosting concepts (on-premises, cloud, and hybrid models).
  •  Deployment and management of websites and applications using nginx webserver
  • Using containers for website and application hosting
  •  Domain management, DNS configuration, and SSL setup.
  •  cPanel hosting management.
  • Security monitoring, system updates, backup, recovery, and troubleshooting of hosted services.
  • Practical exercises aligned with RTB operational systems and best practices for sustainable ICT infrastructure management.

Expected Profile of the ICT Training Service Provider

Interested service providers should demonstrate the following qualifications:

  • Proven experience in delivering ICT training services.
  • At least two qualified trainers with expertise in Microsoft 365 tools and Linux/Windows server administration, particularly in Ubuntu environments.
  •  Relevant professional certifications in Microsoft 365 and server administration (an added advantage).
  •  Proven expertise in cPanel management.
  • Proven experience in Nginx web server for ubuntu Linux environments
  • Having skills in usage of containers for web/Application hostings
  •  Experience working with the education sector in digital transformation initiatives.
  • Experience hosting resources within an AoS Data Center (an advantage).
  • Experience in networking troubleshooting and remote connection tools

    4. At least three (3) references of similar assignments completed within the last five (3) years, supported by certificates of satisfactory completion.
