The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.

Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • Economic development and employment
  • Governance and democracy
  • Digitalisation

Provision of Backup Internet Service for GIZ Offices

Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

The objectify of this tender is to hire an Internet Service Provider for providing and maintaining backup uninterrupted, high-speed, and reliable internet connectivity for the GIZ Offices in Rwanda. 

Objectives include:

  • Guaranteeing stable and uninterrupted connectivity for all GIZ sites.
  • Providing sufficient and scalable bandwidth per office as specified.
  • Ensuring high service availability with redundancy through a backup link.
  • Maintaining compliance with GIZ ICT infrastructure and data security standards.

Scope of Services

The contracted ISP shall provide:

Primary Internet Connection

  • Dedicated and permanent internet connectivity for each office site.
  • Guaranteed minimum bandwidth as specified in the table below.
  • Unlimited data volume and unrestricted access.
  • 99.9% guaranteed uptime with 24/7 technical support.

Deliverables

The ISP will:

  • Provide reliable internet connectivity backup redundancy.
  • Guarantee the specified minimum bandwidth and uptime.
  • Maintain installed hardware and replace faulty equipment as necessary.
  • Provide monthly performance reports on uptime, latency, and failover incidents.
  • Ensure rapid response and resolution of any connectivity interruptions.

Service Level Agreement (SLA)

The ISP shall adhere to the following minimum SLA commitments:

  • Uptime: 99.9% for primary connection; 99.5% for backup link.
  • Response Time: Maximum 2 hours for service restoration.
  • Monitoring: 24/7 proactive network monitoring and alerting.
  • Reporting: Monthly SLA compliance and bandwidth utilization reports.

Contract Period

The contract shall be valid for the period from 01.02.2026 to 31.12.2026 and could be renewable based on performance and service continuity needs.

Additional Requirement: 

Since the primary ISP is affiliated with KTRN, the backup ISP must not be affiliated with KTRN and must provide connectivity through an entirely independent network from KTRN.

Pleas submitted your offer to only RW_Quotation@giz.deuntil latest 12.01.2026 along with Company administrative documents (registration certificate (RDB), VAT registration certificate and Valid Tax clearance certificate)

The offer must be submitted inPDF file format as attachment to the email with the subject: 83506796 -Backup internet. The costs must be in RWF and VAT excluded, calculated for the entire period of the contract. 

If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/, as indicated. The subject of recipient notification must be edited with the subject indicated above and the notification message must include the password to access the files. 

Offers submitted through any other sharing platform, as google documents or similar will not be considered.
