2. Purpose of the Job
|
|
The purpose of the job is to coordinate, oversee, assess E&S risks inherent to financed projects and report on the implementation of environmental aspects in all financed projects for the compliance with the national and Partners’ environmental and social standards. The Environmental and Social Specialist will work in collaboration with SPIU and other departments on the E&S implementation, monitor the environmental and social performance of operations in the SPIU and Bank funded portfolios (projects), at project or subproject level advise or propose recommendations and requirements for clients’ action and build the capacity of project participants (borrowers) as appropriate.

3. Primary Responsibilities of the Job
|
- Support the Bank’s monitoring team to follow-up the implementation of the relevant environmental and social risk management instruments during all phases of the subprojects/projects or investments.
- Provide technical support to all projects/subprojects to ensure full compliance with implementation of adequate E&S mitigation measures in all projects/subproject sites.
- Coordinate and work with PFIs, clients and local authorities in identifying E&S risks and impacts, designing appropriate measures for managing all environmental issues associated with financed projects or subprojects.
- Prepare and coordinate Development Partners’ missions for the assigned projects.
- Provide environmental and social risk management inputs in project documents in relation to Partners’ (Donors) Environmental and Social Standards (ESSs) such as Project Aide Memoires, environmental and social risk managements meetings, progress reports, etc);
- Work with other departments within BRD to ensure that appropriate resources and capacity are well deployed to cover the environmental aspects of all financed projects or subprojects.
- Conduct regular site visits to assess on-the-ground environmental and social performance of financed projects and sub-projects and monitor the implementation of mitigation measures outlined in clients' contracts and developed environmental and social risk management tools (e.g., ESIA, ESMPs) to ensure compliance with environmental and social standards.
- Review and approve corrective action plans (CAP) for projects or subprojects found to be non-compliant with the national environmental regulations, Partners’ ESSs and E&S mitigation measures as reflected in the prepared and approved specific ESIA and loan agreement.
- Support clients/financed project to develop or update E&S documents & tools relative to assigned projects.
- Prepare periodic reports (quarterly and annually) on the status of environmental and social compliance of assigned investment projects/financed projects.
- Ensure timeliness, effectiveness, accuracy & comprehensiveness of E&S activities, including reporting.

4. Secondary Responsibilities
|
- On a need basis, support the Enterprise Risk to implement environmental and social risk management capacity building programs and administer environmental and social risk management trainings to PFIs, project beneficiaries/borrowers and stakeholders to ensure that the customers understand and comply with national environmental regulations, BRD and partners’ E&S standards.
- Participate and contribute to E&S coordination activities (E&S meetings, awareness campaigns, trainings, etc.).
- Work on any other assignment from either BRD’s Management or immediate supervisor regarding the environmental and social standards of the Bank;
- Share copies of all plans, reports, and all daily working documents with Enterprise Risk Department to ease overall reporting.

5. Professional, academic qualifications and experience
|
|
A Masters or Bachelor’s degree in Environmental or Social Sciences, Environmental Engineering Natural Resources Management, or any other related field is required.
The experience and skills shall include but not limited to the following:
- A minimum of five (5) years for Bachelor’s holders and Three (3) years for Masters holders of relevant experience in environmental management sector.
- Experience in assessing, monitoring and reporting E&S aspects of complex projects in sectors such as construction, manufacturing, and agribusiness.
- Familiarity with World Bank Environmental and Social Framework will be an added advantage.
- Ability to work independently, to develop and present sound technical information skills.
- Excellent communication skills and ability to work in teams and multiple groups of people.
- Excellent management of conflicts and ability to influence decision making at all levels.
- Mastery of computer skills sufficient to monitor the implementation of E&S aspects and prepare reports and presentation of results.
