Through its Headquarter in Stockholm, Sweden, and 11 country offices, it supports more than 100 women’s rights organisations in five different regions (Western Balkans, South Caucasus, Middle East and North Africa, West and Central Africa).

Organisation and Background Information 

The Kvinna till Kvinna Foundation is a Swedish non-profit organisation that supports women in conflict affected areas to increase women’s power and influence. Kvinna till Kvinna’s approach is based on strong local ownership and long-term support. 

Kvinna till Kvinna has been present in Rwanda since 2017 and in 2021 the office launched a new Sida-funded programme “Dufatanye”- Working together to reinforce change for the respect of women’s rights in Rwanda, 2021-2024” with one year cost extension in 2025. The expected outcomes of the 4-year programme are: (1) Increased capacity of partner organisations to operate effectively, strategically and collaboratively, (2)Improved protection from gender-based violence (GBV) with a specific focus on prevention; (3) Increased understanding and respect for sexual and reproductive health rights; (4) Enhanced qualitative participation of women in decision making and conflict resolution.. 

Kvinna till Kvinna collaborated with 15 women’s rights organizations across 19 districts, including Kayonza, Rwamagana, Bugesera, Musanze, Rubavu, Burera, Gakenke, Rulindo, Ngororero, Muhanga, Kamonyi, Nyarugenge, Nyagatare, Nyanza, Huye, and Gisagara. These organizations implemented the programme aligned with the specified outcome areas in their respective districts.

Rationale for Outcome Harvesting 

As the Dufatanye Programme comes to an end, Kvinna till Kvinna would like to document and analyse the changes that have emerged through its work with partner organisations in Rwanda. Routine monitoring, annual reporting and the mid-term review conducted in early 2024 have captured activities, outputs, selected results and learning across the programme’s outcome areas. At this time, there is a need to look more closely at broader outcome-level changes and understand how the programme may have contributed to them.

This is particularly relevant because the Dufatanye programme has worked in areas where change takes time and is rarely linear. Many changes are influenced by different actors, partner strategies, community dynamics, institutional responses and the wider context. Some outcomes may have been expected from the beginning, while others may have emerged during implementation through partner collaboration, advocacy, learning spaces and adaptation along the way.

For this exercise, outcomes will be understood as changes in the behaviours, relationships, actions, practices or policies of specific actors. These may include partner organisations, rightsholders, duty bearers, community actors, institutions or networks. The process will help identify both intended and unintended outcomes, assess the programme’s contribution, and reflect on the factors that enabled or limited change.

Purpose

The purpose of the Outcome Harvesting exercise is to identify, document and analyse the outcome level changes to which the Dufatanye Programme has contributed and to generate learning that can inform programme organisational reporting, reflection and future programming.

Objectives

The specific objectives of the assignment are to:

  • Identify and document intended and unintended outcomes across the programme outcome areas
  • Analyse how Kvinna till Kvinna’s support, collaboration with partners and programme strategies contributed to the observed changes
  • To identify patterns, lessons learned, enabling factors and challenges that can inform future programming, organisational learning and donor reporting.

Key Tasks

The consultant will be expected to:

  • Develop and submit an inception report outlining the methodology, detailed work plan, stakeholder engagement plan, and data collection tools and approach to substantiation.
  •  Review relevant programme documents including programme reports, partner organisations reports, monitoring visits reports, different learning and sharing reports, Mid term review report and other relevant materials.
  • Facilitate a participatory outcome harvesting process with Kvinna till Kvinna staff, partner organisations and selected stakeholders using appropriate methods to identify, refine and substantiate outcomes
  • Develop and analyse clear outcome statements that capture what changed, who changed, the significance of the change and programme's contribution versus other actors
  • Identify and analyse partners across the harvested outcomes including contribution pathways, enabling and hindering factors and links to programme approaches and strategies
  • Synthesize findings into clear accessible products, document lessons learned and develop practical actionable recommendations to inform future programming, partnerships, and movement-building efforts.

Deliverables of the Outcome Harvesting

The consultant will be expected to deliver:

  • An inception report that includes the proposed methodology, workplan and approach for the assignment.
  • Data collection and outcome harvesting tools based on the agreed methodology.
  • A draft report presenting harvested outcomes, contribution analysis, key patterns lessons learned, enabling and hindering factors as well as recommendations
  • Present the findings to stakeholders for validation and feedback.
  • A final report incorporating feedback from Kvinna till Kvinna and stakeholders
  • A summary brief or presentation tailored for stakeholders such as donors or CSOs and other stakeholders
  • An annex outlining the sources used to substantiate the harvested outcomes, while respecting confidentiality and ethical considerations.

Duration and timeline 

The consultancy is expected to be carried out over a period of 20 working days from mid-June to August 2026. A detailed work plan and schedule will be agreed upon at the inception phase. 

  1. Required qualifications and experience 

The ideal consultant should have: 

  • An advanced degree in Gender Studies, Development Studies, Social Sciences, Monitoring and Evaluation or another relevant field. 
  • Proven experience in conducting outcome harvesting, outcome mapping, contribution analysis, participatory evaluations or similar qualitative evaluation processes
  • Experience in programme evaluation, documentation, research or leaning processes with similar programmes.
  • Strong understanding of gender equality, Gender Based Violence, Sexual and Reproductive Health Rights, women’s participation in different areas like women economic empowerment, peace building and leadership, as well as partner capacity strengthening.
  • Fluency in English, and ability to conduct meetings and oral work in Kinyarwanda
  • Knowledge and experience on gender equality, women’s empowerment, development, human rights and feminist approaches or other related disciplines.
  • Demonstrated ability to collect and synthesize qualitative and quantitative data, including testimonials and success stories. 
  • Experience working in Rwanda or similar contexts is an added advantage. 


Reporting 

The Consultant will work under the overall supervision of Kvinna till Kvinna and will report directly to the Kvinna till Kvinna program officer who will oversee the quality review process. Regular updates will be provided throughout the consultancy period.

 Interested consultants / consultancy teams are invited to submit an application file which should contain the following documents:

  • A brief technical proposal (max 5 pages) outlining approach and methodology and timeline 
  • CV(s) of the consultant and / or team members highlighting relevant experience and their roles and functions in this assignment 
  • Samples of similar documentation or publications and minimum 3 certificates of similar work done in the past. 
  • Proposed financial proposal detailing various costs associated with the delivery of the above services. The financial proposal must be a separate document from the technical proposal.
  • For consultancy firms or companies, provide a company profile; VAT registration certificate; RRA clearance certificate; RSSB tax clearance certificate.
