The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.

Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • Governance and democracy
  • Digitalisation

A. About GIZ

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda-Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Climate and Green Economy, Good Governance; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region. 

The Communications Specialist performs the following responsibilities and tasks:

B. Responsibilities

The Communication Specialist is part of the Portfolio Advisory and Coordination Team and works closely together with the Communication Focal Points and other relevant contacts on cluster and project level to deliver strong multi-channel content for internal and external audiences. 

The Communication Specialist ensures that all internal and external communication activities align with the key messaging and branding of GIZ RW-BI. The role develops and ensures coherent narratives with high editorial standards.

C. Tasks 

1. Communication Tasks

  • Support the implementation of the GIZ RW-BI communication strategy by collating information and creating content for internal and external communications, ensuring GIZ RW-BI messages are consistent and engaging.
  • Contribute to the editorial strategy for digital media, digital content planning and creation, analyze performance metrics for improved editorial planning.
  • Support the planning, content development and production of coherent, high-quality communication products such as fact sheets, presentations, impact sheets, or success stories and digital products (photos, videos, animated explainers, live streams, etc.)
  • Collate information from projects, implementing partners and project participants to develop success stories and other engaging content for GIZ RW-BI intranet, website and social media, also through field trips to project locations. 
  • Advise the projects on communication matters, perform quality control of project outreach material.
  • Identify communication opportunities linked to high-level events, missions and implementation milestones and ensure consistent messaging across sectors
  • Support the development and implementation of suitable communication formats (awareness and media campaigns) and processes towards seamless cooperation between projects, clusters and country office 
  • Identify, develop and establish in cooperation with procurement communication framework agreements on the country level (printing, videography, moderation, etc.)
  • Support the communicative preparation, implementation and follow-up of events on country level.

2. Other Tasks

  • Perform other duties within the role’s functional profile for the respective line manager as assigned
  • Sound contributions to communications knowledge management and organizational learning

D. Required Qualifications, Competences and Experience

Qualifications and professional experience

  • Master’s degree or equivalent from a reputable university in the field of e.g. Communications, Public Relations, Journalism, Business Administration, or related fields.
  • At least 5 years of experience in communications or journalism in development cooperation, preferably in the areas of climate and green economy, digital transformation and digital economy, governance and relevant topics of the Great Lakes Region. 
  • Experience working in politically sensitive and multi-stakeholder environments.
  • Ideally: Good understanding of GIZ systems, partners, and governance structures.

Other knowledge and additional competences

  • Ability to work in a structured manner, as well as very good self-organization and time management skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Highly personable, service-oriented and responsive to the needs of colleagues and partners
  • Strong interpersonal skills and the ability to build relationships with stakeholders, including management, staff, external stakeholders and partners
  • A sound technical, creative and audience-centered writing ability coupled with excellent verbal communication skills
  • Good understanding of social media management incl. analytics on a professional level.
  • Photography skills
  • Very good working knowledge of ICT technologies (Microsoft 365)
  • Excellent spoken and written Kinyarwanda and English required; proficiency in French and German is an advantage but not mandatory.
