POSITION: CHIEF TECHNOLOGY OFFICER

LOCATION: HEAD OFFICE, KIGALI, RWANDA.                                                                                                                       

1. INTRODUCTION

DUTERIMBERE-IMF PLC is a community-based microfinance institution established in 2004, dedicated to advancing local economic development. Its mission is “to provide financial and non-financial services tailored to low-income entrepreneurs, primarily women, to improve their socio-economic conditions.”

DUTERIMBERE-IMF PLC seeks to recruit a highly competent and self-motivated individual for the position of Chief Technology Officer.

General Description:

The Chief Technology Officer (CTO) is responsible for the overall IT strategic leadership, governance, system security, and performance of DUTERIMBERE–IMF PLC’s technology function. The role ensures that all IT systems, infrastructure, core banking platforms, cybersecurity frameworks, and digital transformation initiatives support the institution’s business strategy, regulatory requirements, and operational excellence.

He/she provides oversight of IT operations, network infrastructure, banking systems, and information security while ensuring high availability, data integrity, and IT infranstructure business continuity of MFI.

 Responsibilities

  1. IT Strategy & Governance
  • Develop and implement the institution’s IT strategy aligned with business objectives.
  • Advise the Senior Management on technology investments and digital innovation.
  • Establish IT governance framework, policies, and industry standards.
  • Ensure alignment of IT operations with regulatory and compliance requirements (BNR and other relevant authorities).
  • Lead digital transformation initiatives and system modernization programs.
  • Provide strategic oversight of institution critical systems,IT Infrastructure (servers, networks, databases) and user support services
  • Ensure high availability, reliability, and scalability of IT systems.
  • Approve IT architecture design and infrastructure lifecycle plans.
  • Oversee disaster recovery planning and business continuity management.
  1. Information Security & IT Risk Management
  • Develop and enforce a comprehensive systems Information Security and Cybersecurity strategy.
  • Ensure protection of institutional data, customer information, and IT assets.
  • Ensure physical and logical access controls across all IT environments.
  • Collaborate with Risk & Compliance Department on IT-related risk mitigation.
  1. Leadership
  • Provide leadership and supervision to all IT department staff members.
  • Build a high-performing IT team through training and performance management.
  • Define clear KPIs and service level expectations.
  • Promote a culture of accountability, innovation,teamwork and continuous improvement.
  1. Project & Vendor Management
  • Lead implementation of major IT projects (system upgrades, new banking platforms, integrations).
  • Manage relationships with technology vendors and service providers.
  • Oversee contract negotiations and SLA management.
  • Ensure projects are delivered on time, within scope and budget.
  1. Budgeting & Resource Management
  • Develop and manage the IT annual budget.
  • Ensure cost-effective procurement and utilization of IT resources.
  • Monitor IT expenditures and optimize operational costs.
  1. Reporting & Stakeholder Engagement
  • Present IT performance, risk, and strategy reports to Management
  • Provide system performance metrics and cybersecurity updates.
  • Ensure readiness for internal and external IT audits.

7.Competencies

  • Bachelors’ degree in Computer Science, Information Technology, Electronics and communication or related field.
  • Relevant professional IT certifications are required. CISM, CISA, ISO27001 Lead Implementor.
  • Knowledge of COBIT framework and AI technology in financial sectors.
  • Experience in Fintech, banking or financial services is mandatory
  • Minimum 6 years of progressive Information security management and IT risk management  experiences, Information technology general controls and application controls experience and 2 years in financial sector.
  • Strong knowledge of Banking System infrastructure, digital banking platforms.
  • Experience of regulatory requirements and laws.
  • Strong leadership, communication, and analytical skills.
  • Must not exceed 40 years of age and not below 35 years of age.
