1. Strategic and operational leadership

  1. Provide overall leadership and direction for all operational functions including IT Division, Payment Division, Administration, and Marketing.
  2. Ensure effective implementation of AB Rwanda’s Strategic Business Plan and annual operational plans.
  3. Translate strategic objectives into clear operational targets for Head Office departments and branches
  4. Ensure strong coordination between operations, business/credit, finance, and risk departments to support sustainable growth.

2. Supervision and development of the IT Division and digital operations

  1. Provide strategic direction and supervision to the IT Division to ensure reliable, secure, and efficient IT systems across AB Rwanda
  2. Ensure proper management of the Core Banking System, payment platforms (RIPPS, SWIFT, digital channels), and all IT infrastructure.
  3. Lead digital transformation initiatives including automation of processes, digital financial services, and improvement of system efficiency.
  4. Ensure strong cybersecurity practices, data protection, and system continuity (backup, disaster recovery, and business continuity planning).
  5. Ensure that IT systems effectively support business growth, operational efficiency, and customer experience.

3. Compliance, risk management, and internal controls

  1. Ensure full compliance with the laws and regulations governing microfinance institutions in Rwanda.
  2. Oversee the implementation of strong internal control systems across operations and IT.
  3. Ensure strict compliance with AML/CFT and Know-Your-Customer (KYC) requirements.
  4. Coordinate and support internal audits, external audits, and regulatory inspections.

4. Operational efficiency, payment operations, and product implementation

  1. Ensure smooth and efficient day-to-day operations across Head Office and branches.
  2. Oversee national and international payment operations including RIPPS, SWIFT, and correspondent banking transactions.
  3. Ensure proper reconciliation of payment transactions and accuracy of operational processes.
  4. Lead the operational implementation of new financial products and services.
  5. Continuously improve operational policies, procedures, and systems to increase efficiency and reduce operational risk.

5. Administration, procurement, and logistics management

  1. Supervise and coordinate all administration, procurement, and logistics activities of ABR
  2. Ensure efficient management and maintenance of office premises, equipment, IT infrastructure, and branch facilities.
  3. Ensure that procurement processes are transparent, cost-effective, and in compliance with internal policies and regulatory requirements.
  4. Oversee supplier selection, contract management, and performance monitoring of service providers.
  5. Ensure efficient management of assets, inventory, transport, and logistics to support smooth institutional operations.

6. Marketing supervision

  1. Supervise the Marketing function to ensure effective promotion of AB Rwanda’s products and services.
  2. Ensure alignment between marketing strategies and ABR’s business growth objectives.
  3. Ensure that marketing activities support client acquisition, product awareness, and brand development.

7. Performance management, leadership, and institutional development

  1. Ensure effective performance management systems for all operational departments.
  2. Supervise and develop department heads and operational staff at Head Office and branches.
  3. Ensure staff are trained on new systems, procedures, and digital tools.
  4. Promote a performance-driven, client-focused, and technology-oriented culture within AB Rwanda.
  5. Contribute actively to the overall management of AB Rwanda as a member of the Executive Management Team.

PROFILE & REQUIREMENTS

  • Bachelor’s degree (MBA / Banking / IT Management / Finance) or related field (Having a master degree is an added advantage)
  • Minimum 8–10 years of experience in banking or microfinance
  • Minimum 5 years in senior management or operations leadership role
  • Strong background in Information Technology and digital banking systems
  • Very good understanding of core banking systems, payment platforms, and digital financial services
  • Strong knowledge of BNR regulations and compliance requirements
  • Proven experience in managing IT teams or leading digital transformation projects
  • Fluent in English (written and spoken)
  • Strong leadership, strategic thinking, and decision-making skills
  • Excellent communication and stakeholder management skills
  • High level of integrity and professionalism
