INTRODUCTION.

Rural Environment and Development Organization (REDO) is local NGO founded in 1999 and since its inception has been working to implement environmental conservation activities in the form of community livelihood improvement and advocating for the development of the community.

REDO’s Mission.

The mission of REDO is to empower the poor communities especially the Historically Marginalized People to actively participate in improving their livelihood conditions by working towards poverty eradication and improving food security and access to markets that provides poor women and men opportunities for economic and social advancement whilst in parallel instilling on environment protection from grass roots, through a participatory sustainable approach.

REDO’s Values.

The vision of REDO is the society where the rural communities sustain the integrated development through the use of available natural resources without compromising the ecological structures.

Under the financial support from Rwanda Green Fund (RGF), REDO is implementing the project entitled " Promoting climate smart agriculture for food security and climate resilience in Bugesera district.” With this project 150 Small holder’s farmers will be supported in farming practices, by integrating trees into agricultural systems to improve soil fertility, enhance water retention, and diversify food production.

REDO hereby invites national bidders for Producing seedlings for agroforestry and shrubs and Producing seedlings for fruits. Participation to the competition is open on equal conditions to all companies specializing in the fieldof Producing seedlings for agroforestry and shrubs and Producing seedlings for fruits.

Technical Specifications:

REDO is looking for experienced companies, Enterprises or Individuals capable to Produce seedlings for agroforestry and shrubs and Producing seedlings for fruits, as per the below lots and detailed specifications.

Lot 1: Produce seedlings for agroforestry and shrubs

Instructions to Bids:

NB: Participation to the competition is open on equal opportunities and conditions to all companies, individuals with TIN Number.

• RDB registration certificate (matching the field)
• Valid Tax clearance certificate,
• Referees or references certificates of similar tenders executed (At least three)
• Bid security of 5% of the total cost of the bid
• Transporting trees to the highlighted sites of distribution by REDO.
• To prove the Bidder is registered in IBM system

Other Requirements:

• Detailed company profile,
• Your quotation should remain valid for 30 calendar days from the date of submission.
• Indicating the Delivery Period
• To have a workshop for producing agroforestry, shrubs and fruit trees.
• Proven experience of five years in producing the seedings in project area.
•  Accept to give at least 3 months of liability period.
• Proof of site REDO guided visit planed on 30th/9/2025 at 11h:00
• Bids must be submitted in two separate sealed envelopes: one for the Technical Proposal and one for the Financial Proposal. Both envelopes must be placed in one outer envelope.
• Bids will be opened in the presence of bidders or their representatives who choose to attend at REDO head office on 2nd October 2025 at 12:00 PM.
• The Outer envelope should clearly indicate the tender title, bidder name and email for notification purpose.

REDO reserves the right to accept or reject any bid, to annual the tender process, and to reject all bids at any time prior to contract award, without incurring any liability to the affected bidder(s).

Please submit your bid in the protected file on inforedo@yahoo.com and bring your hard copies in sealed envelope at REDO office not later than Thursday, 2nd.October.2025, 12:00 PM, local time. The passwords will be requested by the procurement committee during evaluation.

-The Bids and Expression of Interest (EOI) can be sent in French or English and the Bids must be sent to REDO Email (inforedo@yahoo.com) no later than at 17h00 pm, Kigali Time. Late bids will be rejected.

-The opening of bids will take place on Friday, 3rd. October 2025 at 10h30AM at the Head Office of REDO in the presence of bidders or their representatives.
