CALL FOR PROPOSALS TO CONDUCT ENDLINE EVALUATION OF IFS-KUNGAHARA PROJECT.

  1. Introduction

ActionAid Rwanda received a grant from the European Union to implement a three-year project (November 2023–October 2026) in the districts of Nyaruguru, Gisagara, Nyanza, Musanze, and Karongi. The project, titled "Improving Food Security and Boosting Farm Income for Women Smallholder Farmers in Rwanda (IFS Project)," aims to strengthen food security and improve the livelihoods of women smallholder farmers through women’s cooperatives. The project is jointly implemented by ActionAid Rwanda and TUBIBE AMAHORO. As the project approaches its completion, a final evaluation will be conducted to assess its relevance, effectiveness, efficiency, impact, sustainability, and overall performance, and to generate lessons learned and recommendations for future programming. In this regard, ActionAid Rwanda seeks to recruit a consulting firm to undertake the final evaluation of the project.

  1. Purpose and objectives of the Consultancy

At the inception of the project, the consortium comprising ActionAid Rwanda (AAR) and TUBIBE AMAHORO developed a logical framework outlining the project's objectives, expected results, and performance indicators to monitor progress and measure achievements. A baseline study was conducted to establish the initial values for these indicators, followed by a midterm evaluation to assess implementation progress and identify any necessary course corrections.

The purpose of this consultancy is to conduct the final/endline evaluation of the project by assessing the status and performance of the 110 women’s cooperatives supported under the project, as well as the individual women beneficiaries across the project implementation areas after three years of implementation. The evaluation will measure the extent to which the project has achieved its intended objectives and outcomes, assess its overall impact on the target beneficiaries, and document key lessons learned, good practices, and recommendations to inform future programming.

  1. Terms of reference (ToR)

  1. Submission of proposals

Well written and bound proposals (separate technical and financial) both in English, must be submitted to the Office of Actionaid Rwanda at Remera/Kigali not later than July 30th, 2026, at 14h00. Late submission of proposals will cause their rejection.

Note: ActionAid Rwanda reserves the right to amend, suspend, or cancel this tender process at any stage, without incurring any obligation to provide reasons. Participation in this call for proposals does not create any commitment on the part of ActionAid Rwanda to award a contract. All costs incurred by applicants in preparing and submitting proposals are the sole responsibility of the applicants and will not be reimbursed by ActionAid Rwanda.
