Rwanda Tea Development Authority (OCIR THE), Rwanda Coffee Development Authority (OCIR CAFE) and Rwanda Horticulture Development Authority (RHODA) were merged in 2011 to form NAEB.

Call for Applications: Support for Exporters to Acquire Market-Driven Certifications

To all Exporters of Agricultural Products from Rwanda.

  1. Introduction

The National Agricultural Export Development Board (NAEB) is committed to enhancing the quality and competitiveness of Rwanda's agricultural exports. In line with its Quality Policy and through its certification support programs, NAEB through PSAC Project, is launching a new round of technical assistance aimed at strengthening the capacity of export-oriented stakeholders to meet international market requirements.

NAEB invites applicants to apply for technical support in obtaining product and system certifications that are crucial for market access, compliance, and sustainable growth in the global marketplace.

2. Objectives of the program 

  • To enhance the capacity of agri-export stakeholders in implementing and maintaining international market driven certifications 
  • To prepare organizations for successful audits and compliance with international regulatory, statutory, and customer standards.
  • To improve the overall quality, safety, and sustainability of Rwandan agricultural products for export.

3. Areas of support

Selected beneficiaries will receive tailored support in the following certification areas:

  • Food safety standards : GLOBALG.A. P, British Retail Consortium (BRC), ISO 22000, FSSC (Food safety system certification), HACCP
  • Conservation of natural resources, protection of species and Environment: GLOBALG.A.P, ISO 22000, organic standards, JAS, Rainforest Alliance, Cafe Practice
  • Social and ethics: Fair trade, Rainforest Alliance, SMETA
  • Origin linked trade: Japanese Agricultural Standard
  1. Eligibility criteria

To be eligible, applicants must:

  • Be a legally registered company, cooperative, or agribusiness involved in export of agricultural products 
  • Operate an export related facilities such as farms, pack houses, warehouses, or processing units 
  • Demonstrate readiness and commitment to pursue certification 
  • Be willing to participate fully in training and mentorship activities

5. How to apply


Interested exporters/stakeholders in coffee, tea, and horticulture shall complete and submit an online Certification Support Application Questionnaire accessible via this link: https://www.naeb.gov.rw/publications/call-for-applications-support-for-exporters-to-acquire-market-driven-certifications  no later than May 30th, 2026. 

6. Selection process 

Applications will be reviewed by NAEB based on the following criteria: 

  • Relevance and alignment with targeted certification schemes 
  • Level of export readiness and market engagement 
  • Impact potential of certification on market access and value chain development
